Madhya Pradesh: From 'bimaru' to power surplus state

BHOPAL: Once regarded as a 'bimaru' state, Madhya Pradesh on Tuesday morning gave an electric shock. While other states in the country are grappling with an increasing demand and diminishing supply energy-crisis situation, the Shivraj Singh Chouhan government on Tuesday claimed it is power surplus selling an average 100 lakh units of electricity to neighbouring states every day. We won't need to purchase even a single unit of power till 2018,'' state minister for energy Rajendra Shukla told reporters. He was flanked by top officials of the Madhya Pradesh Electricity Board and energy department bureaucrats.

With approaching assembly elections scheduled for the end of the year, chief minister Shivraj Singh Chouhan announced an ambitious 24X7 power supply to domestic consumers throughout the state. Till date 15 out of 50 districts have come under the state government's Atal Jyoti Abhiyan which promises round-the-clock power supply for non-agricultural usage and eight hours of quality supply of electricity per day for the farming sector. By end of May, the state plans to have all districts under the 24 hour power supply scheme.


In 2003, the Digvijay Singh Congress government complained of a shortfall of 2,200 MW after the creation of Chhattisgarh and the whole state was plunged into darkness. All major power plants were in Chhattisgarh while Madhya Pradesh retained only the state electricity board. Newly born Chhattisgarh though also a Congress state refused to give power back-up to MP because of the factional feud between chief ministers Digvijay Singh and Ajit Jogi. Power crisis became a major election issue against the Congress and brought the BJP to power.

A decade later, the BJP is under pressure to prove that it has worked to change the power scenario in Madhya Pradesh. In 2013-14, we are expecting a total demand of 61,422 million units of electricity after the 24 hour power supply is implemented in all the districts,'' explained Mohammad Sulaiman, secretary power department. Our total production is 64,145 million units and we have a surplus of 4.3 per cent.'' According to Sulaiman, during the monsoon season the state produces 8000 MW whereas total demand does not exceed 4,000 MW.

The power department argued that the power success story of Madhya Pradesh does not come out of just availability of electricity. We have made it commercially viable. In 2003, the employee cost worked out to 75 paise per unit but we have reduced it today to 60 paise per unit by reducing the number of staff from 51,962 to 45,956. Every unit of power is metered and certified by the Western Regional Power Committee,'' power secretary Mohammad Sulaiman said.

While AT&C (Aggregate Technical and Commercial ) losses came down from a whopping 49.55 per cent in 2004 to 27.11 per cent in 2013, revenue has increased from 4,521 crore in 2003 to 15,284 crore in 2013.

Can anyone from MP or around confirm this??? I find this hard to believe. If it is than shame on us punjabis. Punjab being one of the richest states in India suffering from 10+ hrs of cuts and here MP being one of Bimarus gets job done.

Actually the Problem with Punjab and Haryana is that
lots of Electricity is diverted towards agriculture from march to September

I am sure u guys know that 90% of land in Punjab is meant for Agriculture
while 70% of Haryana's land is meant for agriculture
 
Good job by Shivraj. He is my new fav leader. Respect must be given to a man who has done this in between a massive power crisis throughout the country. For now the MP people can have a good night sleep, but much more needs to be done.

UMPPs have totally failed. Basically they are another big disappointment of Indian politics. What India needs right now is a clear cut power policy and

Major problems facing Indian power sector are:

1 CIL: They are opposing the private coal mining and not ready to give stake to a private company. As a result India is short of 100 mt of coal per annum. No private players like Adani power, Reliance power etc trust CIL and are opting for imported coal. Any changes in coal pricing and projects can become totally unviable. We all saw what happened when Indonesia decided to change coal prices according to international pricing. Indian power sector was jolted and UMPPs became a failure.

2 potitical: Indian politicians use power as a source of votes. Free power during elections is an easy way to get votes. This has cused a debt of 2 lacks crore on state power distribution companies. 100 of projects are at the verge of becoming unviable anyday.

3 environment: single window is the future. Enough said

Next turn is Bihar, In 10 years Bihar too will become Power surplus state. Nitish and Modi (Bihar ka Modi, Susheel Modi) are agresively working on electification of Bihar...
I doubt that. shivraj singh or narandra modi did it within 10 years. But nithish has already taken his 8 years. And I see nothing being done about electricity in Bihar.
 
MP has less agriculture, so less free electricity and more control over expenses. Free electricity to farmers is the problem in punjab/haryana.

Actually most of our upcoming coal power plants should be set up in MP and Bihar. These two states still have enough place for plants.

we could do much more to reduce losses especially transmission losses..

why till 2018? will the demand increase supply? or due to raw material shortage?
