Because they haven't officially mentioned anything about selling it, yet.
Or atleast give a bloody nose to the adversary if the unity doesn't sustain.

I'm sure sometimes back there were lots of thread on PDF saying as UK offered the second carrier but India refused since the carrier was designed to operate f-35 , correct me if I'm wrong
