Vietnam has launched an official investigation into the killing of a fisherman in disputed waters near the Spratlys.

The incident enraged online users, and some social activists criticized Hanoi for not doing enough to protect its fishermen, who have been caught up in the escalating disputes over the South China Sea.

Ly Tho, vice chairman of Binh Son District, Quang Ngai Province, said the bullet-ridden fishing boat, carrying a crew of 13 members and the body of Truong Dinh Bay, docked at Sa Ky port on Tuesday, five days after it was attacked.

“The authorities are investigating the incident. They did a postmortem examination and got statements from the captain and others. The result will be announced once it is available,” Tho said.

Vietnamese media quoted Bui Van Cu, owner of the ship who was on board during the assault, as saying eight attackers on two speedboats approached, and Bay was shot twice as the crew tried to flee.

“They did not wear a uniform bearing the mark of any countries,” Cu said.

Earlier Phan Huy Hoang, chairman of Quang Ngai Association of Fisheries, said the fishermen told him that Philippine bandits might be involved in the case.

An official at Binh Chau Commune, who wanted to remain anonymous due to the ongoing investigation, said it has not been confirmed.

“For sure, they are foreign attackers, but their nationality is not known yet,” she said.


Speaking in a regular briefing on Tuesday, Le Hai Binh, the spokesman for the Vietnam Foreign Ministry, did not specify who carried out the raid. He condemned “the inhumane killing, and the use of force against Vietnamese fishermen.”

“We have instructed Vietnamese diplomatic missions in nations that line the South China Sea to quickly probe the killing and to clarify this serious case,” he said.

News of the killing came as Vietnam launched its most advanced coast guard vessel, tasked with the duties of “conducting sea patrols, search and rescue missions and supporting defense forces” on islands that Vietnam claims in the South China Sea.

While Vietnam continues trading accusations with other territorial claimants in the South China Sea, mostly China, over aggressive behaviors, its fishermen have borne the brunt of mounting tensions in the disputed waters.

Critics have accused Vietnamese authorities of putting fishing crews at risk when urging them to maintain their presence at sea to protect the country’s sovereignty and territorial integrity.

Vietnam’s parliament, the National Assembly, last year endorsed a budget of more than $756 million to support its maritime forces and fishermen.

If they could accuse Chinese they would have already done it. It seems to be a self conducted show. Let's wait and see what the results would be from their "investigations".

Vietnamese officials have begun an investigation into the death of a fisherman who was shot in disputed waters in the South China Sea.

Sources claim that Nguyen Dinh Bay, 42, was shot when two speed boats approached and three men jumped into his fishing boat on November 26. The reason for the attack as well as the ship’s nationality are unclear, the Vietnamese newspaper Thanh Nien News reported.

Five days after the attack, the boat carrying Bay’s body and thirteen other crew members docked at Sa Ky port, said Ly Tho, the vice chairman of Binh Son District.

“The authorities are investigating the incident. They did a postmortem examination and got statements from the captain and others. The result will be announced once it is available,” Tho said.

Le Hai Binh, spokesperson for the Vietnamese Ministry of Foreign Affairs, said on Tuesday that he strongly condemned and opposed “the inhumane killing, and the use of force against Vietnamese fishermen.”

In response to media reports that said Chinese vessels had threatened to use force against the Vietnamese supply ship Hai Dang 05 off the disputed islands, Binh said these actions “violate international law,” and “seriously threaten peace and stability in the region, and are completely unacceptable and unjustifiable.”

Vo Trong Viet, Deputy Minister of Defense, has ordered the border guard agency to investigate the case.

Last year, the Vietnamese parliament endorsed plans to spend more than US$750 million to support its maritime forces on coast guard.

Back in June, China moved a controversial oil rig closer to Vietnam’s coast in the disputed South China Sea.

Tension has increased between China and Vietnam in recent years over territorial claims of the disputed Islands located in the South China Sea. Brunei, Taiwan, Malaysia and Philippines also claim parts of the waters.

The Ministry of Foreign Affairs has ordered a thorough investigation into a case in which a Vietnamese fisherman was shot dead on his boat in Vietnam’s Truong Sa (Spratly) archipelago.

A local fishery association has said the murderers were Filipinos.

The ministry is cooperating with relevant authorities to carry out the investigation and requires Vietnamese representative offices in countries around the East Vietnam Sea to clarify issues regarding the death, spokesperson Le Hai Binh said on Tuesday.

The Southeast Asian country vehemently condemns and opposes the use of threats and violence against Vietnamese fishermen under any circumstances, Binh added.

“We would like to send our deepest condolences to the family of the victim and hope that they will soon overcome the tragedy,” he said.

The fishing boat QNg 95861 TS, from the central province of Quang Ngai, was carrying 14 Vietnamese fishermen when it was attacked by a group of foreigners, resulting in the death of one crew member on November 26.

Twelve of the fishermen were on a diving mission, leaving only the victim, 42 year-old Truond Dinh Bay, and Captain Bui Van Cu on the boat at the time of the shooting.

The foreigners approached and then boarded the Vietnamese boat, before opening fire on Bay, resulting in his immediate death, Captain Cu recounted.

The intruders left after struggling with the boat captain.

The body of the deceased victim was brought ashore on Tuesday so that competent authorities could carry out an autopsy and investigation.

Police are also processing the fishing boat and the four cartridges which were discovered after the attack.

The Vietnam Fishery Association submitted a document to the government and relevant authorities on Tuesday, saying that the boat was attacked by a group of eight Filipinos.

The killing is an act which violates Vietnam’s sovereignty and affects the life and production of all Vietnamese fishermen, the association said in the document.

Ah those pesky violent pirates have finally shown up. Don't worry the second those Chinese islands are fully manned they will disappear (probably back to their Chinese ports) and China will claim victory in protecting shipping for the world!

Chinese is more polite, at least China police doesn't casually kill ppl ...

We'll see in the coming months if pirate incidents like this suddenly start happening frequently

Not months but days! You think you can entertain bananas or small grains of rice as you called it but you have nothing to do with real Chinese. We want peace in SCS not piracy! It seems that you only know the lower parts of Asians, idiot!

Must be Americans who did it. After the FON circus show didnt draw much attention,they would try literally everything to jack up the tension.
 
Well ... Filipino killing Vietnamese or Vietnamese killing Filipino, there all not Chinese business. Whatever they doing to each other, keep building our artificial islands and watching the show. Philippines and Vietnam has the disputed water in SCS too, really not China business.

I'm sure there will be plenty of incidents. Maybe even a Somali pirate ship or two caught as proof of how dangerous the area is.

No, u should ask Vietnamese members here ... just i remember such incidents had happened many times before China building artificial islands ... the Filipino shot Vietnam/TaiWan fishboats not the first time, already fired for many years not new in SCS.

I guess some Filipinos are really bad people,just a few days back a Filipino forum member threatened MY LIFE after I pointed out a few things he didn‘t like... I was shocked.

Perhaps that's just normal for some people in PH, taking extreme measures when things don’t go their way... especially for those who come from politically connected families.
