yes, it is kind of specialist purpose machine and bit expensive too…Wiki says, only 4 of its kind have been built so far…so 2 not a small qty!

On the other side, these kind of aircrafts are very rare anyway, the Russian Be 200 also have no big number of customers, since most countries simply don't need them. So the number of operational aircrafts can't be a reason to decide for the US-2, or the Be-200, only the capabilities and the costs should be the deciding factors.

Right, also I guess, India may be wanting to open a new chapter of relationship with japan to get access to its sophisticated dual use technology, perhaps with a small but not so strategic seed deal like this one…So, I see this as a deliberate attempt by India to find a place in Japan’s CUG with whom they share the tech.

It's a start, but we shouldn't expect too much about this relationship wrt defence developments, since Japanese laws are too restrictive to be an advantage for us. Deepen our ties with S. Korea might be more benefcial, but first we have to get rid of the indigenous only mentality.
