SRINAGAR: Hundreds of young Kashmiris from Srinagar's downtown, an area notorious for producing stone-pelters, assembled on Wednesday at a hotel here for the recruitment rally organized by the Jammu & Kashmir police. Out of these, 136 youth were selected as constables. This was the first time the police had held such an event in a major trouble-spot in the last two decades of insurgency.

The response was unexpected. "We never imagined such a large number of youth would turn up; many of them were probably involved in stone-pelting at the security forces last summer," said director general of police Kuldeep Khoda.
The state police had mulled holding on-the-spot recruitment drive in the Valley, particularly in Srinagar's downtown, after Chief Minister Omar Abdullah asked the force to create more jobs and accommodate the youth in the department as a way to end the unrest. "We ordered on-the-spot recruitment of constables in various spots of downtown Srinagar like the one on Wednesday to end the unrest," said Omar. DGP Khoda said, "Today's exercise was in addition to the 2,786 vacancies in the constabulary. Against 529 posts for Srinagar district, we got 2,860 applications. From Budgam district's 283 posts, we received 8,053 applications."
The department had held recruitment in Baramulla district on July 11 which saw 8,662 candidates for 412 posts despite the turmoil. "Even the stone-pelters attended the rally," DGP Khoda said.

The drive was supervised by DGP Khoda and DIG Abdul Gani Mir. "We selected 136 young boys as constables for the police jurisdiction of Khanyar. There was no relaxation insofar as the minimum qualification was concerned," said DIG Mir, and added, "The selected boys must acquire certificates of non-involvement in militancy from the CID department."

Fayaz Ahmad Bhat (29) of Hamambal in Khanyar returned disappointed as he could not get selected due to age bar.

The police had fixed 28 years as age limit for the candidates. "It was a dream for me to join the police. But it was my bad luck that I had crossed the age limit," Bhat said.

the problem of J&K i as much economic as political. indian govt needs to ensure the economic packages (hundreds of crores) earmarked for j&K are effectively utilised.

we need to improve the economic conditions of kashmiris. a hand that earns well is less likely to hold a gun or a "stone".
