A civilian was shot dead on Saturday evening in a firing incident in Srinagar's Batamaloo area after a minor incident of stone pelting on a BSF patrol.

In a separate incident, a civilian was killed and another injured as unidentified gunmen open fire in south Kashmir's Pulwama district.

According to eyewitnesses, a BSF vehicle was passing in the area when the incident took place.

Locals claimed that the BSF jawans fired in to crowd after stones hit their vehicle.

The police identified the victim as Sajad Hassan, a resident of Baramulla district, presently living in S.D. Colony, Srinagar.

A police official said there was no deployment in the area when the incident took place. "We are looking into the circumstances that led to the killing," said a police official.

The victim was hit in the head by bullets. Scores of protesters took to the streets after the protests.

The Hindu could not get the version of the BSF despite repeated attempts.

The incident fueled tension in Srinagar with shopkeepers downing their shutters.

Kashmir Valley remains on the edge since April 9, when eight civilians were killed in clashes during polling.

Pulwama

Preliminary reports suggest that unidentified gunmen on Saturday night opened fire in Qasbayar Pulwama district.

One person, identified as Bashir Ahmad Dar, was hit by bullets and died. Another civilian was injured in the attack.

The killing has come hours after a civilian was killed in Srinagar following minor incident of stone pelting.

A petrol bomb was today hurled at a CRPF party in Rainawari area here but no one was hurt in the incident, police said.

Some miscreants threw a petrol bomb at a Central Reserve Police Force (CRPF) party which exploded on the road side near one of their vehicles, a police official said.


He said no one was injured in the incident.

However, tarpline of the vehicle suffered minor damage, the official said.

Army Chief General Bipin Rawat today apprised National Security Advisor Ajit Doval of the security situation in Kashmir, amidst growing outrage in the Valley over the controversial "human shield" video.

Rawat's meeting with Doval comes a day after he had separate deliberations with Jammu and Kashmir Chief Minister Mehbooba Mufti and Governor N N Vohra over the law and order situation in Kashmir during his visit to the state.

Government sources said the Army chief called on Doval at his residence and briefed him about the overall state of security in the Kashmir Valley.

The video, showing a man tied to an army vehicle purportedly as a shield against stone pelters during polling in the Srinagar Lok Sabha by-election, has triggered a public outcry prompting civil and army authorities to launch separate investigations.

In her meeting with Gen Rawat, the Jammu and Kashmir chief minister had raised the issue of the video that has now gone viral on social media.

Gen Rawat has assured the J&K CM of timely action against the personnel who were responsible for the act of tying the man to the vehicle at Budgam.

According to the sources, the army officials told a probe team that they had received a call from the Indo-Tibetan Border Police (ITBP) and the local police guarding a polling station to save them from a mob that was out to lynch them.

The army convoy rushed in from Kandipura and tied 36- year-old Farooq Dar to a jeep, they said. This incident, which took place on April 9, was shot by unidentified persons on their mobiles and the video showing Dar being used as a shield against stone-pelting protesters was circulated on social media.

The video surfaced days after another clip, showing a Central Reserve Police Force (CRPF) personnel walking down a street being beaten up by some youths, triggered nationwide outrage.

Kashmir Valley’s notorious counter-insurgent of yesteryears, Abdul Rashid Parray alias Rashid Billa, was killed by suspected militants in Bandipora district on Sunday night.

According to local daily Greater Kashmir, Billa was shot dead inside his home in Hajin area. The daily reported that "militants barged into Billa’s home and opened indiscriminate fire, killing him on the spot" on Sunday night.

Billa was among big names of counter-insurgents, who were provided official patronage, in 1990s to stop the surge of militancy in north Kashmir, especially Hizbul Mujahideen.

Billa along with two associates Wali Mohammad Mir and Mohammad Ayoub Dar, then working for the Army, are accused of killing seven civilians of three families, including women, on October 5, 1996 in Sadrakoot.

On March 22 last year, the Jammu and Kashmir High Court had asked the police to arrest Billa in the case and ordered seizure of his property. However, the police failed to arrest him and declared him as absconding.

Hardline Hurriyat Conference leader Syed Ali Geelani on Tuesday condemned the killing of a leader of ruling PDP by militants in south Kashmir’s Pulwama district, saying it is “un-Islamic and inhuman” to kill an unarmed person.

While condemning the killing of advocate Abdul Gani Dar, Pulwama district president of PDP, octogenarian Geelani in a statement said, “Secret killings will lead us to chaos. Killing merely on political affiliations or for one’s political ideology is against the teachings of Islam.”

While Geelani has been condemning killing of unarmed persons in the past, he has rarely raised his voice against killings of mainstream politicians and political workers. “There is no justification for these killings.

Teachings of Islam assign extra ordinary worth for human life and saving a human being is like saving of the whole humanity,” he said.

Dar, 60, was killed by Lashker-e-Toiba militants near Pinglana, Pulwama on Monday. It was the second incident of its kind in a week. On April 17, a former public prosecutor, affiliated with Opposition National Conference was killed by the militants in neighbouring Shopian district.

However, Geelani didn’t condemn the killing then. It is believed in Kashmir that Geelani is sympathetic towards the ruling party and he had an “equation” with the PDP founder and former Chief Minister late Mufti Mohammad Sayeed.

At the peak of summer unrest in 2016, PDP chief spokesman Mehbooba Beg had appealed to Geelani to treat Chief Minister Mehbooba Mufti as his daughter and help her restore peace in the valley.

Publicly Geelani has been stating that mainstream political parties including PDP, NC, Congress and others “don’t differ much as they are no more interested in people’s welfare but run after power and perks.”

About 150 militants are waiting near the Line of Control (LoC) in Azad Kashmir (Azad Kashmir) to sneak into the Valley, a top Army official said today with an assertion that the attempts would be foiled.

Lt Gen J.S. Sandhu, Commander of Srinagar-based 15 Corps which is responsible for security of the Kashmir valley, said there would be more militants at the launching pads in Azad Kashmir in the areas facing Poonch and Rajouri in Jammu province.

“According to an estimate, in our area — 15 Corps — there are about 150 militants at present. There would be some more near Poonch-Rajouri areas (in Jammu region) as well,” he said.

He was speaking to the reporters at the end of a two-day youth festival ‘Jashn-e-Baramulla,’ organized by the Army in the north Kashmir town.

The Army commander said the infiltration from Azad Kashmir across the LoC has been low this year compared to the last year.

“Last year, the infiltration from across was high. This year, till now, we have been able to stop them (infiltrators). Snow has also helped us as more snow this year has made it difficult for them to infiltrate. We will continue to stop them so that there is no increase in the militancy,” he said.

He said the Army was “fully geared to stop infiltration” on the LoC.

The attack occurred around 4:40 a.m. on Thursday and the engagement was very quick.
Three Army men were killed in an attack by terrorists on the Army camp in Panzgam near Kupwara in Jammu and Kashmir. The Army gunned down three terrorists.

IANS news agency, quoting police, said a 70-year-old civilian died of bullet injury near the camp. “A mob gathered outside the camp after the encounter ended in the morning. They resorted to heavy pelting of stones at the camp, demanding the bodies of the killed militants,” the report quoted a police official as saying.

The Army has not so far confirmed whether the security guards at the camp opened fire at the mob, the report added.

The terror attack occurred at 4.40 a.m. on Thursday and the engagement was very quick. Army sources said the main engagement lasted 7 to 8 minutes.

Panzgam is the rear administrative area for over nine Army units in the Kupwara area. Sources said it is spread over an area of 600X400 metres and has a two layered fence.

"The terrorists breached the perimeter from the firing range behind and fired Under-Barrel Grenade Launcher (UBGL) on the officer accommodation, which resulted in three fatalities," an officer said. The terrorsts were quickly contained by Quick Reaction Teams and neutralised, he added.

While two terrorists were killed, the recovery of an AK-47 rifle from the scene makes the Army believe that it belongs to a terrorist who managed to escape.

In all three AK-47's, nine magazines, one Chinese pistol, one UBGL, hand grenades, two GPS sets, one radio set and one smart phone were recovered.

The three Army fatalities have been identified as Capt Ayush Yadav from Kanpur, Sub. Bhoop Singh from Rajasthan and Naik BV Ramanna from Visakhapatnam.


Seven soldiers were injured and one of them is critical. Six were being treated at the 92 base hospital in Srinagar and one at Kupwara.

Officials said the terrorists were dressed in black Pathan suits and half combat jackets. Army believes they belong to the Lashkar-e-Taiba.

"There were no rucksacks with the terrorists which means they had infiltrated the LoC earlier," an officer said.

Security forces foiled a bid to snatch a service rifle in south Kashmir’s Anantnag district on Friday. One militant was also arrested.

Preliminary reports suggest that two militants forced their entry into a J&K Bank branch in Anantnag’s main town. “The militant approached a security personnel to snatch the rifle. However, he was overpowered,” said a police official.

Unconfirmed reports suggest one militant was arrested at the spot. The militant is a resident of adjoining district of Kulgam.

Unconfirmed reports suggest one jawan was also injured in the militants bid to snatch the rifle. One militant managed to escape from the spot.

An army JCO and a BSF head constable were killed on Monday and another soldier was injured as Pakistan fired rockets at a forward defence location (FDL) post of the paramilitary force along the LoC in Poonch district of Jammu and Kashmir.

The ceasefire violation took place around 8:30 AM.

Naib Subedar Paramjeet Singh and Head Constable Prem Sagar of the BSF's 200 Battalion were killed in the attack, a senior officer of the paramilitary force said.

"At about 0830 hours, there was heavy firing from Pakistani (army) posts at BSF posts along the LoC in Krishnagati sector of Poonch district with rockets and automatic weapons," the officer said.

Another BSF jawan, Rajendra Singh, was injured in the firing.

Troops guarding the border line retaliated effectively, the officer said.

Under the cover of heavy mortar fire, a Pakistani special forces team sneaked 250 metres across the Line of Control (LoC) into the Poonch sector and beheaded two Indian security personnel today.

The attack was carried out by the Border Action Team (BAT), which comprises the special forces, under the cover of shelling by Pakistani troops in Krishna Ghati Sector in Poonch district of Jammu and Kashmir.

The Army issued a statement saying that the bodies of an army soldier and a BSF head constable were mutilated but a senior army officer told PTI that they were beheaded.

The BAT team had set up an ambush to target the patrol party of the Indian soldiers while the Pakistan Army engaged two Indian forward defence locations (FDL) with rockets and mortar bombs, the officials said.

"It was a pre-planned operation of the Pakistan Army. They had pushed in BAT teams over 250 meters deep inside Indian territory and set up ambushes for a long period to carry out the attack," a senior army official said.

"The Pakistani army posts attacked two FDL posts with rockets and mortar bombs at 0830 hours and engaged them," the official said.

"Their target was a 7 to 8-member patrol party, which had come out of the post," the official said.

The soldiers killed were Naib Subedar Paramjeet Singh of 22 Sikh Infantry and Head Constable Prem Sagar of 200th Battalion of BSF.

A BSF constable Rajinder Singh was injured but is out of danger.

As per reports, at 0825 hours, Pakistani army's 647 Mujahid Battalion targeted India's forward post 'Kirpan' from its post 'Pimple' in Krishna Ghati sector.

Suspected militants on Sunday hurled a grenade on a police party here in Jammu and Kashmir, in which four persons were injured, police said.

Three policemen and a civilian suffered injuries in the explosion which occurred near the office of superintendent of police, North City, at Khanyar, officials said.

A police official said the grenade exploded on the roadside, resulting in injuries to the policemen and the civilian.

Further details are awaited, the official said.

Suspected militants tonight shot at and injured a person in south Kashmir’s Pulwama district, the police said.

At about 21:25 hours, unidentified militants fired at and injured Nisar Ahmad Mir near his home in Presoo area of the district, a police official said.


He said Mir was shifted to the district hospital from where he was referred to a hospital here for specialised treatment.

Mir, the official said, was reportedly working as a private electrician.

The cops and the bank officials were killed by the militants after dragging them out of their vehicle, says south Kashmir DIG
Militants on Monday killed four policemen and two bank officials besides looting a bank's cash van in Kulgam district of Kashmir, the police said.

The policemen and bank officials were killed by the militants after dragging them out of their vehicle, DIG south Kashmir S.P. Pani told PTI.

Preliminary reports suggest that the cash van in transit between Shopian and Kulgam came under attack at Keegam area by unidentified gunmen.


"There was an exchange of fire too. The details are being collected," a police official told The Hindu.

Of late, there are increased attacks by militants on banks in Kashmir. A number of banks were looted in the past year.

Other acts of mutilation

On October 28, 2016, militants attacked a post and killed an Indian army soldier and mutilated his body close to the Line of Control (LoC) in the Machil sector.

In January 2013, Lance Naik Hemraj was killed and his body mutilated by BAT. It also beheaded Lance Naik Sudhakar Singh. Constable Rajinder Singh of the BSF suffered injuries in the attack.

In June 2008, a soldier of the 2/8 Gorkha Rifles lost his way and was captured by BAT in Kel sector. His body was found beheaded after a few days.

During the 1999 Kargil conflict, Captain Saurabh Kalia was tortured by his Pakistani captors who later handed over his mutilated body to India.

In February, 2000, terrorist Ilyas Kashmiri had led a raid on the Indian army’s ‘Ashok Listening Post’ in the Nowshera sector and killed seven Indian soldiers.

Even then, Kashmiri had taken back to Pakistan the head of a 24-year-old Indian jawan Bhausaheb Maruti Talekar of the 17 Maratha Light Infantry.

Indian DGMO calls Pak counterpart over dastardly act of mutiliation of Indian Soldiers

Indian Director General of Military Operations spoke to his counterpart in Pakistan and expressed grave concern about the incident of 01 May 17 in Krishna Ghati Sector opposite Azad Kashmir Battal, wherein Pakistani Army targeted Indian patrol on Indian side of LC and mutilated bodies of two soldiers.

The Pakistani DGMO was also apprised that while undertaking this dastardly act full fire support was provided by Pakistani Army Post located in vicinity of the incident site. He also raised concerns regarding presence of BAT training camps and teams in close vicinity of Line of Control in Pakistan Occupied Kashmir.

DGMO Indian Army conveyed that such inhuman act is beyond any norms of civility and merits unequivocal condemnation and response.

A Tavera vehicle was allegedly hijacked in Jammu and Kashmir’s Kathua district triggering panic and after an intense search operation it was found parked in the university road area late last night. Sadiq, the driver of the vehicle, told police that the vehicle had been booked by two youth, who told him they wanted to go from Jammu to Kathua to attend a marriage party.

According to the driver’s version as the vehicle reached close to the Mukandpur camp near the border belt of Kathua, the duo pushed him out and fled with the vehicle. The driver then informed the policemen at Harya Chack police station after which a case was registered and an operation launched to trace the vehicle and the two hijackers.

The vehicle was finally found parked on university road in Jammu city. Police has quizzed the driver and are investigating the case as Harya Chak area in Kathua where the vehicle was hijacked is known for the infiltration of the militants. The militancy angle in the case has not been ruled out by the police.

Jammu and Kashmir director general of police SP Vaid visited the family of a policeman, who was killed along with six others in a militant attack in Kulgam district, in Zakoora area in Srinagar on Tuesday .

“The DGP, accompanied by several other senior police officials, visited the home of martyr constable Ishfaq Ahmad Hajam at Zakoora in the city,” a police spokesman said.

Hajam and four other cops and two bank security guards were killed by militants while performing duty in Kulgam on Monday.

“Emotional scenes were witnessed during the DGP’s visit to the martyr’s family and the mood of the people was somber. A large number of people had gathered at the residence of the martyr,” the spokesman said.

He said the DGP consoled them, expressing his solidarity with the bereaved family, and prayed for the eternal peace of departed soul.

While interacting with the family, Vaid said the entire police department was behind the bereaved families and shared their grief and sorrow.

He assured that every support would be provided to the family.

As a mark of respect, the Batpora area of Zakoora observed a shutdown, the spokesman said, adding that shops and other business established remained closed.

Militants snatched five assault rifles from Jammu and Kashmir police guards posted at southern Shopian district court complex on Tuesday night.

Sources said that a group of militants attacked a police post in the District Court complex at around 9.15 pm and decamped with five self-loading rifles (SLRs). Two police guards, who were on duty, were overpowered by the militants and tied with a rope inside a room, they said.

Reports said soon after the incident senior police, army and para-military officers reached the spot and a manhunt was launched in the area to nab the militants responsible for weapon snatching. The policemen were suspended for alleged dereliction of duty as they offered no resistance when the militants looted their weapons, sources said.

This was the second major strike after Monday’s killing of five police men and two bank officials and looting of five rifles from a Jammu and Kashmir Bank van in neighbouring Kulgam district. In March, militants had snatched four assault rifles from policemen guarding the residence of a PDP minister.

There has been a spurt in the incidents of weapon-snatching by militants in the Valley since last July. According to official figures, at least 62 rifles, six pistols and 182 magazines were looted by militants and unruly mobs from security personnel in Kashmir last year.

“Due to the sudden rise in local recruitment of militants, there is a shortage of weapons in terror outfits and incidents of weapon snatching are taking place. Such incidents are also planned with a view of embarrassing the security personnel,” a senior police officer told DH.

Though isolated incidents of weapon snatching were happening in the Valley for the last three years, it saw a spurt after unrest broke out in the wake of the killing of Hizbul commander Burhan Wani on July 8 last year. Zakir Bhat, Burhan’s close associate, in a video message in December said that several youth have snatched weapons from security forces and have joined the Hizbul ranks.

A conglomerate of four districts - Pulwama, Kulgam, Shopian and Anantnag - which has been the epicentre of unrest and militant activities, is believed to have accounted for the disappearance of nearly 100 youths in the past three months, sources said.

“These youth are desperate for weapons as it is a loyalty test for them. The militant handlers won’t allow anyone to be part of their groups until he either snatches a weapon or kills policemen, and then all the doors of leading a normal life gets closed,” they said.

Army and police have time and again termed the incidents of rifle-snatching as a cause of concern and have taken several measures to stop the menace. However, despite that the militants are carrying out weapon snatching strikes at will.

Three soldiers were injured and a driver killed as militants opened fire at an army mobile patrol in Shopian district. Meanwhile, a gunfight erupted in Kulgam's Kudwani village after militants and security forces exchanged fire during a search operation.

A Srinagar-based army spokesman said there was an exchange of fire with the militants when an Army column was returning. "The operation is under progress," he said. The incident took place at Shopian's Keelora area.
