@Syama Ayas is right. Think Tank Analysts, Consultants, Mods and Professionals are those who have + and - rating rights, as I do, but don't often exercise:

Could be Mod action, they delete posts occasionally if they're off-topic or rule breaking. Reported posts that are reported by a titled member (TTA or Pro) are deleted from view instead of being left visible like when a normal member reports them. Either a Mod removed it or a titled member reported it.

They can be recovered though.
