Maximum 4 stars but it's highly unlikely. Realistically, 2 or if lucky 3 stars.

The highest is Deputy Chief of air staff (engineering), it is usually a Air Vice Marshal, two star officer.

The Engg. dept is demanding a 4 star general now a days. Just like USAF. I doubt even if they get to have a 3 stars one. It is true that engineers are the driving force of any military. Without them everything would be as good as any museum's rust buckets.
