He correctly says Arab leaders, not Muslim leaders. Independent Muslim scholars agree, so-called Muslim countries do not satisfy criteria of being called Muslim states. It is unrelated to the number of Muslims in the country. The Prophet of Islam was invited to rule Medina when Muslims by belief and faith were still a small minority. Medina had many thousands of people, maybe over 20,000, but in the first Battle of Badr to defend Medina from Makkah there were only 300 Muslim soldiers. The Prophet abided by the constitutional agreement with the people of Medina.
