You answered the question..What happened was fallout of US invasion into Afghanistan..By the way even TTP was provided shelter by Democratic elected Karzai and Ghani .

I would not single out Afghan or Karzai ... Lets not forget US was there and after Operations like Rah-e-Rast and Rah-e-Nijat , the TTP leadership enter the Afghanistan and enjoy the Hospitality of Americans
