Exclusive economic zone for Japanese investors on cards

An exclusive economic zone for Japanese investors is going to be developed at Araihazar upazila in Nayaranganj alongside Dhaka-Syhet Highway.

Bangladesh Economic Zone Authority (BEZA) will sign a joint venture agreement with Sumitomo Corporation of Japan for development of the proposed economic zone, official sources at BEZA said.

According to them, the new economic zone will be developed on 1,000 acres of land of which the government has already acquired 500 acres in phase-1 while the remaining 500 acres are under the land acquisition process as part of phase-2, reports UNB.


The location of the economic zone is 37 km away off Gulshan in the capital and it will be named as Bangladesh Special Economic Zone (BSEZ).

The sources said the proposed economic zone is being developed exclusively for Japanese investors as the follow-up of a decision taken during Prime Minister Sheikh Hasina’s visit to Japan in May 2014 and Japanese Prime Minister’s counter visit to Bangladesh in September the same year.

The Executive Committee of the National Economic Council (Ecnec) has already approved a Tk 25.82 billion project to this end and Japanese multilateral donor Japan International Cooperation Agency (JICA) is financing the project.

When Beza moved to develop the project following the Ecnec approval, JICA advised it to invite expression of interest from experienced Japanese investors to develop the proposed economic zone. Especially, the officials said, those Japanese firms were invited for the project which have vast experiences to develop such establishments.

Leading Japanese firm Sumitomo Corporation responded to the BEZA’s invitation and came up with its own proposal to develop the economic zone.

At one point of the negotiation between the BEZA and Sumitomo, both signed a memorandum of understanding (MoU) to move ahead with the project under a joint venture.

After long negotiations, now both the sides—BEZA and Sumitomo—have decided to form a joint venture company which is known as a special purpose company (SPC) to develop the economic zone in joint venture.

BEZA officials said the SPC will mainly be appointed to develop the proposed economic zone after a tripartite agreement between BEZA, Sumitomo and SPC.

In the proposed SPC, the Sumitomo Corporation will have 76 percent stake while the remaining 24 percent will be held by BEZA.

Government document in this regard shows that the BEZA and Sumitomo have already prepared a joint venture agreement (JVA) for the project. When it was sent for vetting to the law ministry, BEZ was advised to ensure rationalisation risk-sharing factor.

“The sharing of risk between the two parties should be rational and be based on their risk-sharing capacity,” the Law Ministry said in its vetting.

Following the advice, BEZA amended the draft JVA agreement which was placed at a meeting of the Cabinet Committee on Economic Affair (CCEA) on May 22.

The committee has approved in principle the BEZA proposal which was placed by the Principal Secretary of the Prime Minister’s Office as BEZA is under the PMO.

BEZA officials said they will now move on to sign the JVA with Sumitomo Corporation once the CCEA is approved.

This part of the news shows how ignorant and callous are the BIDA top guys. They do not know what to do with or how to develop the SEZs/EPZs. Yet, they are getting paid for not doing things. It is good to see that finally they have woken up from their long sleep and awarded Sumitomo Corp. to do the unfinished jobs. Some of BD guys were exclaiming of 100s of SEZs in Golden Bangladesh run by many idiots.

By the way, Sumitomo Corporation and many other gigantic companies in Japan are neither construction nor engineering companies. But, they have the GoJ and related Banks supporting them in finance and others. Sumitomo will receive the project, ask a big engineering company to do the site survey and area planning, and will finally award the development works to a large Japanese construction company.

@Mage, what is your status now? I have read some news that I cannot deliberate here.

Construction work is no big deal.. its mainly land filling job and most likely outsourced to some BD companies. The main job of the Sumitomo corp is to bring other investors from Japan to invest in that zone through joint venture or stand alone.

Basically, it is neither a Sumitomo job to call the industrialists nor the investors will heed. Sumitomo will work as a General Contractor and will disburse the design and construction-related works to others.

If the earth filling work is so simple as you think, it should have been done by BD guys a few decades ago. This inability caused BEZA to ask Sumitomo for help. You do not have the simplest idea of even how the earth filling job is done. It is simple when done BD style and difficult when done Japanese style who follow the internationally recognized codes and standards for compaction and hauling.

It will select the soil for compaction and do a few trial compactions before doing it in the field. The compaction must meet the criteria of 85% Proctor. It will put a properly designed rainwater drainage and discharge systems, perimeter asphalt/concrete roads will not subside as it is seen when done by the Golden BD people, ramps will have perfect slopes, and hundred other things.

However, considering the sequence, the road and drainage systems are supposed to be done at the end of constructing the factory buildings.

You are too detailed in it.. They could outsourced to work to Chinese as Bashundara did.. Who knows.

The plots are rented to the investors and Sumitomo expects many Japanese companies to come and invest. So, it will recover its money that way, But, it is not that it has any influence over the investors. However, you are right when you say that many Japanese trusts a big Japanese company involved along with also the participation of JICA.
You are too detailed in it.. They could outsource to work to Chinese as Bashundara did.. Who knows.
Since you are simplistic-minded I have given some details. Of course, they will outsource to any companies but the works must be done in accordance with the Specifications written by them and international norms. All will be under their supervision, and you can rest assured there will be no flaws.
