nice simple idea.
why use complex 'potential energy' descriptions? when you have spare power in the grid, you use it to pump water up and when needed, run the water down and generate hydropower. The scale of this one may be the differentiator as well as what I suspect could be minimal transmission loss grid (relative to other regions / countries)
