Defence ministry scraps tender for light utility helicopters ,Big Boost for HAL and Private players

The defence ministry scrapped on Friday tender worth over Rs. 6,000 crore to procure 197 light utility helicopters for Army and Air Force to replace the vintage fleet of Cheetah and Chetak choppers used to move troops and equipment to high altitude locations like Siachen.

The DAC decided to retract from the tender for procuring 197 helicopters and it has been decided that the Indian industry would be given the opportunity to produce around 400 such choppers for the requirements of the armed forces, defence ministry sources said here.

In line with NDA government’s plan to develop the indigenous industry, the government decision is expected to generate business worth over Rs. 40,0000 crore for the local industry in the defence sector, they said.

This is the second time in seven years that the tender has been scrapped in which European Eurocopter and Russian Kamov were competing and it had been on hold for the past over two years due to an ongoing CBI probe and other allegations of wrongdoings in the trial process.

HAL is currently developing light utility helicopter (LUH) to meet requirements of 187 helicopters and currently is carrying out tests on Ground Test Vehicle (GTV) and first scheduled flight is expected in 2015 . But sources close to idrw.org had informed in past that it might miss 2015 deadline and first flight might happen in 2016 . HAL is expected to develop three prototypes in quick succession to ensure that design validation, flight testing and certification of the basic version are completed without undue delay.

HAL recently has decided to go in for a critical design review of the rotor system which was developed for the Light Utility Helicopter prototype to avoid any issues which could come up during the rig tests and flight tests. With defence ministry deciding to go for local procurement HAL might take a huge share in revision on procurement of 400 light utility helicopters for armed forces and it is also an Indication that Private players might be roped in to manufacture remaining LUH under Private Production line under license from HAL or JV between Private-foreign Helicopter makers for local manufacturing .

any idea about the status of LCH? When will the first delivery take place?
 
No one knows but protos were ready a while back,,,,,maybe undergoing some testing

Any idea on lch status??
I believe both TD-2 and TD-3 are right now undergoing final modifications to make the last push to IOC and FOC (both have already flown and relevant changes are now being made). FOC should come by the middle/end of 2015 with the first LCHs in service by the middle/end of 2015.

The design of lch is very unique i must say.
A very sexy helicopter but we should have added a milli metre radar too.............that would have improved it by leaps and bounds and goven lch to conduct raids in dark without any escort.

Even mi-28n being exported to egypt has a mmw radar now.
I agree we will have that in apache but nothing wrong in making indigenous platform more potent

Wouldn't be surprised if such a radar wasn't planned by HAL for some time in the future. But, as we've seen, let's not expect too much too soon- expecting a world beater from day one is setting the LCH for failure and would likely delay it. Get the type in service and then add to its capabilities- that is how all the big boys do it, do you think the Longbow radar was on the AH-64 from day one? Or that the Ah-64A was the same standard as the latest AH-64E?

My point was to import it from russia....................for the time being.
They have a mmw radar for mi-28ne.

We should have done the same for aesa in lca mk2,we didn't do it and are paying the price as a result.
Had we cooperated we could have got a smaller variant of n036 radar going into pakfa for mk2....................

Btw are we getting el/m 2052 for mk2 or not??

I hope so, I've been unsure for a while though, let's wait and see....


As for the radar for the LCH I think it'd be better to go to Israel, I'm sure IAI have something....

Nope..............only 2 countries make a mmw radar for helicopters.

Though I don't think it has entered serial production. Probably later, or next generation of heavy attack helicopter.

In that case India should look to create such tech themselves maybe a JV with IAI?

but then again, we don't really mass produce it, can you really say we make it. So I guess at least for now, only US and Russia is accurate.
