WASHINGTON (AP) — Secretary of State Hillary Rodham Clinton is warning that the United States will set tougher conditions on nations receiving U.S. aid.

Singling out major aid recipient Pakistan, Clinton says the tighter scrutiny includes an expectation that rich foreigners won't skip out on their taxes while Americans bankroll programs their nations need.

Clinton's warning came Tuesday as she and other Cabinet officials described aid and development policies President Barack Obama announced last week.

She says Pakistan is drafting new tax policies under U.S. pressure. Until now, the wealthy landowners who make up the country's political elite have typically paid little or no taxes.

U.S. nonmilitary aid to Pakistan is roughly $1.5 billion a year.
 
the aids only go to these rich people, but the whole nations gets disgraced in the name of aids, so US do us a favour, dont give pakistan aid anymore, as its only to keep pak govt loyal to america, it does nothing better, the sooner the aids goes, the sooner pakistan with leave the US lap..
 
For once I find myself agreeing with Hilary Clinton (the part about not letting the rich take the donations). What an odd day.
 
Can some Pakistani help us understand what this means. Do you have some special conditions where landlords does not pay taxes or it is implementation issue.

If Pakistan is not collecting taxes from Rich then it is definatly a problem.

Forget landlords, most politicians don't pay tax (of whom many are landlords).

A report this week (there's a thread open), explains how the Prime Minister and 25 Ministers haven't paid any income tax over the last few years.

If I'm right in saying, we've never convicted anyone in Pakistan's history of tax evasion. It's a sad and damning state of affairs.

I'm with Clinton on this one. Unless transparent mechanisms can be brought into play where we know where that aid is being spent, then I don't think we should be recipients of it.

In fact, I think we need to use that aid to overhaul and computerise the tax system, including agricultural tax.
 
America should immedeatly stop cash aid as these do nothing but bankroll the corrupt politicians..they are awarding our failed and corrupt democracy in a totally criminal manner..if they are concerned about our welfare what we need is investment, ToT, Education, Research Institues etc etc..American should spend their dollar in buildng schools which teach something creditable and more useful than madrassa or Pakistani education system. Imagine how much good will an american "public" school will earn in a rural area where education is geniunely needed?? Or a university research programs and college education to our useless youth roaming around the northern pakistan on TTP payrolll?

Some pay, but meagre or insulting amounts.

Focusing on politicians only, there's an annual declaration of assets that they must give tp Parliament. Some multi-millionaires have declared they don't own a car, some even say they owe their brother's money!

It's just a joke, with no-one to implement the rule of law.
 
In Pakistan, the rich are getting richer and poor and getting poorer and politicians are the richest of all.

The only honest Pakistani politician is Imran Khan. Rest are all thieves. Zardari and Nawaz Sharif are the biggest crooks.
 
US should ask Swiss banks to give all hidden black money of Pakistanis to it, so that money could be used to Aid Pakistan and its Tax payers will be saved from this expense.
 
All the wealth of Zardari should be deposited into Pakistan's Forex Reserves and all the properties he owns should be auctioned and the money made deposited to Forex Reserves. Now do that for everyone in the current federal government. One way to start this.

This lady has balls, US would be a better place if she were the president unlike the tele-prompting crow that is in place.

Every one in US including many Republicans are impressed by the job Madam Secretary is doing. What a great work ethic, and dedication? If only many knew this before the election....
