Chinese N-plants in Pakistan violates NGS rules: US

So the American lead gang has the right to bend the rules to add new gang members but others don't?

As far as I know, the waiver was heavily influenced by US diplomacy, but nevertheless it was an unanimous decision made by the participants of the NSG.

Pakistan is free to get a similar waiver with full support from the NSG members using the Chinese influence...there is no restrictions on that...AND infact would even the scales..Isn't that what Pakistani and Pakistanis are looking for? Parity?

Dont think the US has made any remarks that are unreasonable.

And the even greater irony is that the nuclear plants we are providing to Pakistan are based on the most advanced design from US Westinghouse, the AP1000. Which they sold to us a few years back.

But we hold full rights over this design (and the larger CAP1400), which the Americans realized when they sold it to us.

Now they are crying about it, that's the greatest irony. And they can't do anything about it either. :P

They're losing their power, slowly but gradually more and more countries are sick and tired of bullying from USA .Finally Russians have shown the finger to USA, we are still waiting for mighty USA and NATO to help poor Ukraine.

In 2008 and 2009, Westinghouse made agreements to work with the State Nuclear Power Technology Corporation (SNPTC) and other institutes to develop a larger design, the CAP1400 of 1,400 MWe capacity, possibly followed by a 1,700 MWe design. China will own the intellectual property rights for these larger designs.

It's a larger design (CAP1400) based on US Westinghouse's most advanced design (AP1000), done in cooperation with Westinghouse. And we own the full Intellectual property rights over these designs.
 
So nuclear energy from China isn't allowed. Gas from Iran isn't allowed.

What next, Pakistanis can't eat food without US permission.

Good intentions are hard to come by in this world.

Its just a statement to please congress, nothing more, nothing less. US knows that the day it allowed India to bypass NSG, the loophole was created. And Since Nuke plants in Pakistan employ none of US techs so effectively the ability of US to affect such an agreement becomes close to zero. And the Capitol Hill knows that very well.

BEIJING: Construction of China’s first “third generation” nuclear reactor will start on Thursday, a state-run company said, as Beijing attempts to export its atomic energy designs globally.

Unit five of the Fuqing nuclear power plant in Fujian province will incorporate an ACP1000 reactor developed by the China National Nuclear Corporation (CNNC), the firm said Wednesday.

The ACP1000 is one of a “third generation” of reactors designed to extract more energy from a given amount of uranium fuel than previous technologies, and in a safer way.

Other third-generation reactors are under construction elsewhere, with competing designs by French group Areva, Westinghouse of the US, and South Korea’s Kepco, among others.

CNNC touts its reactor as “a production of independent innovation”, although industry reports say it is related to a French design imported to China in the 1990s.

“This project is also very important for our nuclear going-global strategy,” CNCC’s general manager Qian Zhimin told reporters.

Mainland China has 26 nuclear power reactors in operation, 23 being built, and more about to start construction, according to the World Nuclear Association.

“China’s policy is to ‘go global’ with exporting nuclear technology including heavy components in the supply chain,” it adds on its website.


CNNC said an ACP1000 has been exported to Pakistan, and a deal was signed in February for a sale to Argentina.

Qian said CNNC was in negotiations to sell ACP1000 technology to more than 20 countries, but did not provide details.


Beijing suspended approvals of new plants following a series of meltdowns at Japan’s Fukushima nuclear power plant in March 2011 after a tsunami struck.

But it resumed approvals in 2012, despite a warning the same year from the environmental ministry that the country’s nuclear safety situation was “not optimistic”.

Nuclear power is a key element of China’s attempts to tackle its chronic pollution, with the use of coal for energy blamed as a major cause of the problem. -AFP

China is not an irrelevant country like India. No one is gonna kick China out of anything lol

Well its hardly been a decade, since China was included in NSG.

And if China holds so much weight in NSG, why can't it get Pakistan specific exemption from NSG, as US did for India. Why does it have violate NSG rules and do underhand deals for selling Nuclear reactors to Pakistan?

China claims deal for the first reactors to Pakistan was done, before it became a member of NSG hence does not violate the rules. Somehow NSG memeber accepted that and let it proceed.

Now China does not have any more excuses, any future reactors to Pakistan will have to approved by NSG..otherwise it is liable to lot of international flak, and being labeled as a Nuclear proliferator.

China's move to build nuclear power plants in Pakistan is not consistent with the rules of the Nuclear Suppliers Group (NSG) and the United States has raised this issue in its bilateral meetings with the communist nation, a top Obama Administration official has said.

"When China became a member of the NSG, there was a consensus from other members to grandfather construction of plants in Pakistan which China had initiated. However, there was not agreement that that was an open-ended clause," Assistant Secretary of State for International Security and Non-Proliferation Thomas Countryman said.

"The problem is that China has since announced other power plants that it intends to build in Pakistan, and this is not consistent with the rules of the Nuclear Suppliers Group, which it joined. We raised this issue both as a bilateral issue and within the context of the Nuclear Suppliers Group," he said in response to a question from Senator Bob Corker who noted that they (China) are not honoring the NSG guidelines.

"What measures have been built into the agreement to prevent China from exploiting nuclear technology to countries that are proliferation rich? Because China says it will abide by the nuclear suppliers group's rules for exports but it's already violating these rules through its continuing work on Pakistani reactors," Senator Robert Menendez asked.

"The agreement prohibits the transfer of any US-provided technology to another country without US consent," Countryman answered.

"But it is already violating these rules through its continuing work on Pakistani reactors," the Senator asked.

"There's I think a difference between violating NSG rules and, of course, the Chinese would say their action is a matter of interpretation rather than violation.

"There's a difference between that and violating a 123 agreement, particularly when this agreement, unlike the agreement it replaces, has a specific clause that calls for temporary suspension or permanent suspension in case of violation," Countryman said during the Congressional hearing on civil nuclear agreement with China.

The agreement, he argued, will have benefits for the US- China bilateral relationship, for nuclear safety in the US and worldwide, for our economy, and for the climate.

In his testimony, Countryman said the US relationship with China is one of the most important and complex relationships it has in the world.

"Over the last six years, the Obama Administration has established a 'new normal' of US engagement with the Asia-Pacific that includes relations with China defined by building high quality cooperation on a range of bilateral, regional, and global issues while constructively managing our differences and areas of competition," he said.
 
Kicking China out of the NSG grants them the pretext to go about their nuclear exports without any restrictions and serves to undermine the very reason such a group exists in the first place.


The waiver extended to India was supported by the other parties within the NSG.

Which China is doing any way regardless. There are only three non NPT signatories in the world..which need a NSG exemption to participate in nuclear trade...rest of them are all NPT members and have no restrictions on them.

India and Israel unlikely to buy nuclear reactors from China. That just leaves Pakistan.

The question is, will China be willing to forsake its NSG member status so that it can do sell a few reactors to Pakistan?

Considering, once included from NSG group, it will also not be able to import any nuclear know how from NSG memebers.

Why aren't you able to get a Pakistan specific waiver from the 43 memebers of NSG? and then go about your buisness?
