张晓明谈到，“香港民主党”是公然宣扬“港独”主张的一个泛独组织，其活动挑战了“一国两制”的政治底线，严重违反了宪法和《中华人民共和国香港特别行政区基本法》，也触犯了香港本地的有关现行法律。“对于这样危害国家安全的行为，中央人民政府表示关注，采取零容忍的态度是必然的，香港特别行政区政府依法加以取缔，也是必须的。”
张晓明讲到，从处理形式上看，中央人民政府对香港特别行政区行政长官发公函，表明对特区政府取缔“香港民主党”的坚定支持，同时也表明中央坚决维护国家统一和领土完整的基本立场。“请特别行政区行政长官就有关的情况向中央提交报告，这个方式是恰当的，依法有序，顺理成章，不存在所谓干预、削弱特别行政区高度自治的问题。”
