China to blacklist poorly-behaved tourists

China is starting to blacklist poorly-behaved tourists as it seeks to rescue the image of its citizens as holidaymakers.

According to a regulation by the China National Tourism Administration (NTA) that entered effect this week, tourists will be blacklisted for offences including acting antisocially on public transport, damaging private or public property, disrespecting local customs, sabotaging historical exhibits or engaging in gambling or pornographic activities.

Records will be kept in a two-tired system: provincial-level tourism authorities are responsible for cases under their jurisdiction while the NTA will be in charge of a nationwide register.

People will be blacklisted for two years after they offend, according to the regulation

The NTA said tourism authorities will inform blacklisted tourists and "propose correction measures in order to mitigate the negative impact".

It also said that tourism authorities reserve the right to report such violations to public security, customs and transport authorities as well as the central bank's individual credit department.

The regulation comes amid growing concern about the ill manners of Chinese tourists both at home and abroad.

In 2013, a Chinese tourist wrote his name on a relief carving in Luxor, Egypt. In December, a Chinese passenger threw a cup of hot instant noodles at a flight attendant on an international flight. Chinese tourists have been fined or jailed for carrying prohibited items or purchasing wild animal products.

A new measure has been introduced aimed at ending inappropriate behavior by Chinese tourists.

According to the China National Tourism Administration, such behavior includes violating order on public transportation-including flights-damaging public facilities or historical relics, ignoring social customs at tourism destinations, and becoming involved with gambling or prostitution.

Records will be kept by provincial and national tourism authorities for up to two years, starting from the day the misbehavior was confirmed by tourism authorities.

If necessary, they will also be handed to public security, customs, frontier inspection, transportation and banking authorities. Tourists are allowed to appeal.

The move follows incidents involving Chinese tourists that triggered controversy.

During the three-day Tomb Sweeping holiday, three Chinese tourists were arrested in Japan for alleged sexual harassment. Under local law, one of them who allegedly used a mobile phone to take upskirt photos could face one year in prison or a fine of 1 million yen ($8,300).

In December, a flight from Bangkok to Nanjing was forced to turn back about 90 minutes after takeoff because two Chinese passengers created a disturbance.

Zhang Hui, who works for a multinational company in Shanghai, said misbehavior by Chinese tourists had blunted her desire to travel.

"I never make trips during public holidays because I can imagine the chaos, the garbage ..., the commotion in places that should be peaceful, and disturbances caused on trains or flights," Zhang said.

"However, I'm not sure whether this new measure will work, just like no-smoking signs in public areas. And I'm still not clear how the behavior of Chinese tourists will be supervised worldwide."

Zhang Lingyun, deputy dean of the tourism college at Beijing Union University, has kept a close watch on the issue since the flight from Bangkok had to turn back. He said he can understand the motivation behind the new measure, but still doubts if it will be effective.

"It will be very difficult to operate. Take obtaining evidence, for example. Behavior that breaches the law won't be too difficult to define, but cases that involve morals will be," Zhang said.

"Some forms of misbehavior listed in the new measure are already banned under other laws. For example, historical relics are protected by the Cultural Relics Protection Law.

"I think we don't need another measure in this area. Cases involving morals can only be resolved through education and with proper guidance.

"Personal records should be dealt with carefully without violating personal privacy."

Tibet's tourism revenue surges nearly 40 pct

Tourism revenue in Tibet Autonomous Region surged nearly 40 percent during the first four months of this year, thanks to a 22.2-percent increase in visitors to the region during the same period.

According to the autonomous region's tourism authority, more than 1.01 million people from China and abroad visited Tibet from January to April this year, up 22.2 percent from the same period a year ago. Foreign visitors rose 17.3 percent to 23,421.

Tourism revenue rose 39.3 percent to 1.29 billion yuan (207.92 million U.S dollars) in the same period, including 15.36 million U.S. dollars from foreign visitors.

The China's first private mountain museum-Tsering Chey Nga Mountain Museum has recently finished construction and been opened to public in Lhasa, capital of southwest China’s Tibet Autonomous Region, Xinhua reported.

"Tsering Chey Nga" means "Five mothers of good fortune and long life" in Tibetan and refers to the five mountains of Himalayas, among which there is the world’s highest mountain-Mt. Qomolangma.

The museum, covering an area of 5,000 square meters, is divided into various sections, such as nature hall, culture hall, human mountaineering spirit hall, and an experiential area including rock climbing, rope climbing and a simulation of climbing on Mount Qomolangma. The museum has a dedicated mountaineering library where climbers can read, study, and learn about Tibet’s mountains and mountain culture.

Nyima Tsering, curator of the museum, said that art displays in the museum, including oil paintings, wash paintings, and traditional Tibetan Thangka, will focus on the theme of the mountains. Also on display will be a collection of Tibetan folk cultural treasures, mountaineering equipments from various time periods, and specimens of different plants and animals that live in the high altitude mountain areas of Tibet.

"Tibetans and the mountains are closely linked, so by creating a ‘Mountain World’, we can let the world know about Tibetan mountain culture," said Nyima Tsering.

The museum will also be used as a mountaineers’ exchange platform, to publicise and popularise the long heritage of Tibetan mountain culture, he added.

It is understood that the Tsering Chey Nga Mountain Museum will become an integral part of the Himalayan mountain culture mountaineering expedition base camp.

The camp is located in Lhasa City’s Dogde Valley, with an area of nearly 10,000 square meters that includes a large outdoor area for carrying out mountaineering training and a variety of other functions in coordination with the museum’s goals of spreading the culture of mountaineering in Tibet. The camp will build a "Home for mountaineering enthusiasts" in Tibet.

Lhasa among seven nationwide cities with best air quality

Lhasa city in southwest China's Tibet Autonomous Region is one of the cities with the best air quality in April 2015, according to the Ministry of Environmental Protection.

The ministry compiled air quality data from 74 major cities, and announced that seven of them, including Lhasa, have met the national standards for best air quality on all five monitored pollutant categories throughout April.

The monitored items for the air quality are carbon monoxide, ozone, nitrogen dioxide, and particle pollutants PM10 and PM2.5, which are airborne particles smaller than 10 or 2.5 microns in diameter.

The other well-performing cities are Shenzhen in Guangdong Province, Xiamen in Fujian, Haikou in Hainan, Guiyang in Guizhou, Nanchang in Jiangxi and Kunming in the Yunnan Province.
 
Tibet is less and less violent then as 1980s and 1990, the local goverment is playing catchup to modernize this region, peacefull region surely will attract tourists around the world. Tibetans have a great gift with their voice and natural beauty which make them one of the best artists around the world (能歌善舞).

And indeed, the best cure of religious extremism is secular economic development. As China pushes aggressively with its development and nation-connecting projects, XiZhang, as well as XinJiang, will become China new frontiers: The former with its tourism and recreational potential and the other with its location as a transport hub between Central Asia and the rest of the nation.

Both Tibet and Xinjiang will have a great future: Tibet is blessing to be the water tower of the world (the third pole):enjoy: and generate alot of renewable energy such hydro, solar and wind farming. Xinjiang is blessing to be the ancient silk road and also the trade HUB that people from South Asia, Central Asia and Russia come to do the business, with China's one belt one road, Pakistan economic corridor, the future of these two regions will even more promissing

I hope one day I can travel by bullet train from Lhasa to Ali.
