China's defense expenditures account for only about 1.4 percent of its GDP and China's military development is modest, said Geng Yansheng, spokesman of China's Ministry of National Defense.

Geng said that China's military development is always adhering to a strategy of coordinated development of national defense and economic construction. China's investment in national defense has always maintained a reasonable and appropriate scale.

Compared to China's military expenditure, the world's major countries' defense spending is higher and on average accounts for between 2 percent and 4 percent of their GDP, Geng said.

Given China's opaque nature of governance and non-transperent nautre of finances it is very difficult to confirm the actual figures.

But the figure of 1.4% is clearly an understatement, that too coming from the official media.

USA, india and many other democratic countries have a budget under the general name of scientific research fund or something similar which could be easily allocated to defence.
 
Well China's naval build up has slowed down somewhat lately. There's the new aircraft carrier project and type 54A frigate production, but nothing major happening with the destroyer and submarine fleet compared to the early noughties.

Definitely true, there are so many different ways for China to conceive the military spendings under other facades. Given the way China has been doing with anything regarding its military, the underestimation of the spending is very understandable, yet people are asking for the information on the specs of some Chinese military hardwares.

You speak withought knowledge or understanding of the budgetary process in democratic countries. Though they are conceived and implemented in different ways, one underlying principle always remains the same i.e they are TRANSPERENT. which is simply not the case with China. The Chineese people have simply no knowledge or control on how their hard earned money is spent. While in a democracy people have control and can question the government of the day about its financial prudence.

Budgets in democratic countries have clear statements mentioning what the money is for and where it is to be spent. There is also a provision for a rgulating authority which checks if the money is being spent according to the wishes of the Parliament/Congress. Such provisions and mechanisms simply do not exist in China.

As for your guess that money from scientific research is diverted is pure hogwash. In India scientific research both civilian and defence has seperate allocations and there is nothing to hide. What is spent on defence reserach is clearly published in the budget, no diversion takes place. Your allegation only eminates form the lack of understanding of how the budgetary process workes in a democracy.

When it comes to China i dont think that the Chineese leaders need to bother with even statistics. Statistics comes into play to manipulate a result in a more open environment, where people have access to the numbers but are too lazy to bother to analyzise as to how an inference based on these has been reached at.

With China its a more simple affair just publish the number which catches your fancy and the people have no choice but to believe it. End of story.

Under democracy, people only have the illusion that they have the control of how their money is spent by the government. In reality government budget is controlled by those special interests groups and corporates that also control the congress or parliament.

Again ignorence about the budgetary system in a democracy has prompted you to make an statement like that. The office of the CAG in India not only watches the spent by the Govt of India but also pointes out errors by the government, if any. Based on which the officials incharge can be taken to task or the government penalised.

Futhermore any India citizen can ask the government any question about any matter and the government has to answer within 30 days. If not they are penalised by the courts. Can you as a matter of fact ask Hu Jintao how much money is spent on paying the electricity bills of his house? Certainly not, for if you dared the cops would be paying you a visit. Where as in India i can ask any such question withought any fear of retribution or imprisonment Now you decide who has more financial powers an Indian citizen or a Chinese citizen??
