In fact the Viets that doesn't like VCP are the ones who fled the country, Gambit fled the country, Viet is a South Vietnamese and that DaiViet too. I believe Vietcongs and VCP want good relation with CCP too and these overseas Viets are just angry about the CN-VN ties. :lol: , they were complaining about the word Vietcong didn't they?

China, Laos sign railway deal

China and Laos signed an intergovernmental railway cooperation agreement in Beijing on Friday night, planning to introduce a modern rail line in Laos in 2020.

Xu Shaoshi, head of National Development and Reform Commission, China's top economic regulator, signed the document with Somsavat Lengsavad, deputy prime minister of Laos, at a ceremony at the Diaoyutai State Guesthouse.

The two countries have agreed to use Chinese technology and equipment to build a 418-km line that will connect Kunming, capital of southwestern China's Yunnan province, with the Lao capital city of Vientiane, according to the agreement.

The line will start in Kunming and travel southward to Jinghong and Mohan until entering Laos through the Lao border city of Boten. It will then travel past Luang Prabang and Vang Vieng before arriving in Vientiane. It will transport passengers as well as cargo.

The railway's average speed is set at 160 kph and 60 percent of the line will be bridges and tunnels. China will be responsible for 70 percent of the 40-billion-yuan ($6.27 billion) investment, while Laos will be responsible for the remainder.

Once it is operational, this line will become Laos' longest and fastest railway. Currently, the Southeast Asian nation has only one railway, which was opened in 2009 and links Vientiane with Thailand's Nong Khai.

"The project will significantly boost the socioeconomic development of Laos, improve the nation's transportation and generate a lot of jobs for local people. Of course, it will also inject new momentum into the economy of China's southwestern regions," Wang Xiaotao, deputy head of National Development and Reform Commission, told reporters at the signing ceremony.

He did not disclose when the line's construction will begin, only saying that construction of the Chinese section between Yuxi and Mohan began in January.

Earlier reports said the Lao government had decided to start construction of its section of the line around the end of this year.

The two nations began to discuss the cross-border line in 2010, but the project had not made any substantial development since then due to investment issues. The turning point took place in April 2014 when Lao Prime Minister Thongsing Thammavong visited China and talked with President Xi Jinping and Premier Li Keqiang on the railway. After that, railway authorities from both sides have speeded up their work.

Bilateral trade between China and Laos reached $3.6 billion last year, according to SomsavatLengsavad.

China eyes $31 bln of investments in Laos border economic zone

China is eyeing total investment of more than 200 billion yuan ($31.45 billion) in 240 projects in a pilot economic zone on the border with Laos, the government of the southwestern province of Yunnan said late on Monday.

Poor and remote, Laos has traditionally been firmly in the orbit of its larger neighbour to the east, Vietnam.

But China has been aggressively courting Laos as it sees the country as an important route into Southeast Asia and its ports for landlocked parts of southwestern China such as Yunnan.

The Mengla economic zone in Yunnan province, covering an area of 4,500 sq km (1,740 sq miles), was approved by the central government in July, according to state media. It abuts the far northern part of Laos.

A statement on the Yunnan government's news website said that the 240 projects will cover areas including energy, education and transport.

It did not say where the money would come from, nor how much had already been pledged by companies or the government.

Regional Chinese governments often announce headline-grabbing figures for schemes that are either only partially realised, or abandoned.

However last year China offered more than $20 billion in loans and aid to Southeast Asia to improve infrastructure and for other projects.

The Mengla zone will be important for strategic cooperation between China and Laos, a comprehensive transport hub linking China with Southeast Asia and a growth engine for the border, Yunnan planning official Ruan Jianzhong was quoted as saying in the statement.

Railways to the border, as part of a link into Laos, and an airport for Mengla are all expected to be up and running by 2020, the official Xinhua news agency added.

Long term plans call for a railway connecting Yunnan down to Singapore. ($1 = 6.3591 Chinese yuan renminbi)

VIENTIANE, March 10 (Xinhua) -- The ceremony of in-orbit delivery of Lao's first satellite cooperated with China was held in Laos' capital Vientiane on Wednesday night.

Speaking at the ceremony, Lao Minister of Post, Telecommunication and Communication Hiem Phommachanh said that the in-orbit delivery of Laos' first satellite was a milestone in cooperation between Laos and China in field of space technology. At present, all technical tests of the satellite have been successfully completed and the satellite is ready to provide services.

Laos government, especially Ministry of Post, Telecommunication and Communication will create favorable conditions for the operator in terms of policies and international cooperation, Phommachanh said.

Once being put into operation, the satellite is expected to bring new income for Laos, contributing to socio-development of the country, Phommachanh added.

Vice President of China Aerospace Science and Technology Corporation Yang Baohua said the satellite project is of great significance as it was the first export project of China's satellite to an ASEAN country, marking a solid step in space technology cooperation between China and Laos.

The satellite, which is a major project in implementing the "Belt and Road" initiative proposed by China, will promote the image of Laos, driving the development of Laos' hi-tech industries as well as economy and culture, Yang said.

After the ceremony, Yang and Phommachanh inaugurated the Lao Asia Pacific Satellite Company Ltd., a joint venture between China and Laos which is in charge of commercial operation of the satellite.

The Lao Asia Pacific Satellite Company Ltd. will provide satellite communications, satellite television broadcast, wireless broadband and other services for Laos and other neighboring countries.

On Nov. 21, 2015, Laos' first ever satellite was launched into the space from Xichang satellite launch center in China.

Laos-China Railway to benefit various areas, boost investment: gov't report

The Laos-China Railway Project is likely to bring such benefits to the Lao PDR as strong economic infrastructure, the achievement of cooperation and connectivity strategies, increased foreign investment, and reduced production costs, a recently released report prepared by Lao Ministry of Public Works and Transports said.

The Laos-China Railway Project will ensure that the Lao PDR has strong economic infrastructure that meets its vision of transforming from a landlocked to a land-linked country and help Laos achieve the external cooperation and connectivity strategies that it has envisioned having with other ASEAN member countries and China, Lao state-run news agency KPL Wednesday quoted the report as saying.

The railway project will become an important tool for attracting foreign investment thus resulting in increased capital, the availability of modern technology, and competent human resources in Laos. It will also help promote cooperation in trade, people to people visits, tourism, reduce production costs, and create jobs.

The project will also help boost sustainable development in the country.

The groundbreaking ceremony of the five-year Laos-China Railway Project took place in December 2015. The railway will have a total length of 427.2 km, stretching from the Laos-China border to Lao capital Vientiane. The designed speed for the passenger trains is 160 km/h, while the speed of 200 km/h will be applied in flat terrain areas between Vang Vieng and Vientiane Capital.
