chain of command

Hi,
I am a computer system graduate from EME college, NUST and i want join Pakistan Army through short commission, but problem is that my height is 5' and 3.5'' , now i want to know what would be
the standard procedure or chain of command to whom i write application for my problem.
I am thinking to write COAS an application.plz guide me in this regard.
I will be very grateful to you.

If you don't meet the preliminary requirements then any application will not help you.
