Can the chief of air staff become genral of the armed forces in Pakistan?

Yes he can become Chairman Joint Chiefs of Staff Committee. ACM Farooq Feroze Khan had been Chairman.
Chairman is a principle advisor to PM, Parliament, MoD and NSC.

CJCSC is something else.

There is no general of the armed forces.

president is Supreme commander, kayani is Chief of Army Staff. There is a chief of general staff. Chief of air staff, and then naval.

CJCSC is a guy who heads a committee of all the services chief. He is the highest in seniority, but not the Chief of Armed forces.

And as per rules, this post is supposed to be rotated amongst the three services regularly..
but the PA has never played by the rules in any case.

if the rotation rules are followed, the post of CJSC should be rotated between the 3 services. we've had an Admiral and a ACM as CJSC in the past. - so in a way yes.
