For Tamilnadu , China is a good option , the Chinese - Tamil relationship goes back a few 1000s years and they had close cultural/political links too. In Chinese majority country like Singapore - Tamil and Tamils get better treatment than in India, where Tamils are constantly fighting for their rights.
