it is not available to random civilians.
it was an internal circulation for security measures. the alert was issued on july 21.
as far targeting such meeting first of all we do not have access to these in Afghanistan secondly such information from informers is always having few points not detailed one.you can only become alert in most of the cases.
at times they can only provide you information like a bomber is dispatched from so and so atea riding a so and so vehicle no other detail.
this is how the complexity is prevailing in tough areas

He killed his own people for that. Jinnah had no legal authority to start or stop anything unlike Modi who had complete authority and full force to stop killings.
