ISRO Telemetry, Tracking and Command Network (ISTRAC) at Bangalore

BENGALURU: The Indian Space Research Organization (Isro) has mooted a proposal for a ground station in Vietnam. The Prime Minister's Office (PMO) is also keen on the project.

The organization already has a network of ground stations within the country, one in Mauritius and two in Indonesia.

The proposal is going to help India receive, process and use data from Indian satellites for a variety of applications including disaster management support, a senior scientist told TOI.

It can also be used to provide training in space science, technology and applications which will benefit other members of Association of South-East Asian Nations (Asean) too —Brunei, Cambodia, Indonesia, Laos PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

Isro seems to have already convinced Prime Minister Narendra Modi who discussed the topic at the India-Asean meet at Nay Pyi Taw, Myanmar in November.

"Modi has broken the ice on the matter and it assumes importance as this is a diplomatic project which will need another country's co-operation," the scientist said.

Another scientist said that currently, for any major launch that has a launch phase of more than 22 minutes (like Mars mission), they need to use the help of global ground stations for which there are partnerships.

"But for launches that have a launch phase of 22 minutes or less (all our communication and remote sensing satellites), we use our own stations barring one. This station at Vietnam will enable us to be completely self-reliant for such satellites," he pointed out.

Besides, this will allow India to take lead in the region and act as a station for other smaller Asian countries during their launches.

ISRO Telemetry, Tracking and Command Network (ISTRAC) - ISRO

Indian Space Research Organization (ISRO), over the years, established a comprehensive network of ground stations to provide Telemetry, Tracking and Command (TTC) support to Satellite and Launch vehicle missions. These facilities are grouped under ISRO Telemetry, Tracking And Command Network (ISTRAC) with its headquarters at Bangalore, Karnataka State, INDIA. ISTRAC has TTC ground stations at Bangalore, Lucknow, SHAR (Sriharikota), Thiruvananthapuram, Port Blair Island, Brunei, Biak (Indonesia) and Mauritius, meeting international standards.

ISTRAC is responsible for providing Space Operation services that include spacecraft control, TTC support services and other related projects and services, for the launch vehicle and low earth orbiting spacecraft and deep space missions of ISRO and other space agencies around the world. Development of RADAR systems for tracking & atmospheric applications and Establishment of Ground Segment Network for Indian Regional Navigation Satellite System of ISRO are the additional responsibilities of ISTRAC.

The Indian Deep Space Network (IDSN), commissioned during the year 2008, at Byalalu village near Bangalore forms the Ground segment for providing deep space support for India’s prestigious and first Lunar mission, the Chandrayaan-1.

Vietnam, India cooperate in remote sensing technology

The Vietnamese Ministry of Natural Resources and Environment and the Indian Department of Space will promote cooperation in remote sensing and outer space technology via joint projects in human resources training and in applying remote sensing technology.

The two sides made the joint decision during working sessions between a delegation of the Vietnamese ministry, which made a three-day visit to India recently, and officials from India’s Ministry of External Affairs, Department of Space, and Space Research Organisation.

A cooperation agreement between Vietnam’s Ministry of Natural Resources and Environment and India’s Department of Space was also discussed by the two sides.

The two sides reviewed preparations for establishing a centre for satellite tracking and data reception and processing for ASEAN – to be located in Vietnam, as part of the ASEAN-India cooperation framework.

After three years of preparation, the project has been approved by the ASEAN Secretariat and the Indian Government, with a total budget of 23 million USD sourced from the ASEAN-India cooperation fund.

The two sides agreed to jointly survey the suitable location for the station – expected to be in Ho Chi Minh City, and build a feasible report while training Vietnamese personnel to operate the centre.

India will pay for the installation and operation costs for the project in the first five years, and supply remote sensing images free of charge to ASEAN member states for five years.

The Vietnamese delegation also held a meeting with India’s Ministry of Environment, Forests and Climate Change, during which the two sides concurred on building bilateral cooperative projects on climate change and biodiversity conservation.

I hope along with ISTRAC instruments there will be some EW systems like COMINT and ELINT. :D
