A contract worth $11.4 million for the establishment of prefabricated construction factory was signed in the presence of President Mohammad Ashraf Ghani today.

The Minister of Urban Development and Housing Syed Sadat Mansoor Naderi signed the contract with the head of a Turkish construction firm in ARG Presidential Palace.

The signing ceremony was also attended by a number of other ministers and lawmakers of the lower house of the parliament, Wolesi Jirga.

According to a statement by the Ministry of Urban Development and Housing, the cost for the establishment of the factory will be around $11.4 million and will be paid from the government resources.

The statement further added that the factory will become operational in the next 12 months.

The factory will pave the way for the production of around 300,000 cubic meters of prefabricated construction materials for the schools, hospitals, universities, affordable housing units, and other public properties, the ministry said.

It also added that the prefabricated construction materials will help reduce the construction cost by almost $274 per meter with the materials to be manufactured in two to four months.

According to the ministry, the current construction cost per meter is currently around $350 where nonstandard materials are used for the construction against the standard norms, specifically in schools which are built over a period of nine to twelve months.

The prefabricated construction factory will mainly focus on governmental infrastructures, including schools and hospitals in the beginning and once it becomes operational.

A major road construction project was signed with a Chinese firm in the presence of Mohammad Ashraf Ghani this evening.

The project road project, Dara-e-Suf to Yakawlang, was awarded to a Chinese firm after its bid of $204.9 million was approved by the government and was signed by Public Works Minister Mahmood Baligh.

The signing ceremony was also attended by the head of the Asian Development Bank and some other high level government officials in ARG Palace.

Minister Baligh said the contract was awarded to the Chinese firm after it completed all the stand norms and conditions for the project by offering the lowest price of $204.9 million.

He said the Chinese firm along with a Turkish company had participated in the latest tender which was offered two years after the contract was cancelled due higher prices offered by the previous bidders.

According to Minister Baligh, the award of the project to the Chinese firm helps reduce the construction cost by almost $50 million as compared to the previous bids.

In his part, the Director of the Asian Development Bank in Afghanistan, Thomas Panella, said the contract will play a vital role in developing the economy of the country by helping the internal transport in Afghanistan.

The head of the Chinese construction firm promised continued support to Afghanistan and the award of the contract to their company is the first step to participate in the reconstruction of the country.

The National Procurement Commission (NPC) of Afghanistan approved eight contracts worth AFN 350 million.

The Office of the President, ARG Palace, said the contracts were approved during the NPC meeting chaired by President Mohammad Ashraf Ghani.

The contracts include procurement of electric equipment for Da Breshna Sherkat to be utilized in 10 villages of Mir Bacha Kot district of Kabul, installation of fiber optics for the state bank in 19 locations, and arrangement of 749,000 books for the Islamic directorate of the Ministry of Education.

Other contracts approved by NPC included maintenance of Herat and Kandahar airports, procurement of cranes for Herat and Faryab custom departments, and supply of groceries for the presidential palace security directorate.

NPC also approved the extension of contracts for the installation of substations in Kunduz and Baghhlan, printing of new banknotes, and road construction of Daikundi-Shahristan.

The meeting also focused on Kamal Khan and Shoraba dams’ construction as well as the Khanabad dam and necessary decisions were taken to announce tenders for the design and work of the dams.

The Afghan government approved three contracts worth 1.5 billion AFN during a meeting which was chaired by President Mohammad Ashraf Ghani.

The Office of the President, ARG Palace, said the contracts were approved during the National Procurement Commission (NPC) meeting.

The contracts include construction of a road in Zaranj city of western Nimroz province having a length of 10.8 kilometers.

The other contracts approved during the meeting included the construction of a 50-bed hospital in Sia Gerd district of Parwan province and procurement of subsistence materials for the Ministry of Defense.

The meeting also approved the cancellation of medical equipment as proposed by the Ministry of Defense and rejected the contracts of gravel carpet in Kandahar.

NPC instructed the engineering corps of the Afghan national army to implement the project of crushed gravel carpeting in Kandahar.

The strategy of equipping the national procurement commission with electronic equipment and development of the system of the commission was discussed and necessary instructions were given by President Ghani to study the architectural and engineering plans of the strategy so that it becomes a symbol for the other organizations and implemented accordingly.

The meeting was also participated by Second Vice President Mohammad Sarwar Danish, ministers of finance, justice, economy, representative of the Special Inspector General for Afghanistan Reconstruction and some other government officials.

A contract worth $113 million for Ghazni-Kandahar power project was signed between the State Power Company, Da Breshna Sherkat, and an Indian firm, KEC International.

The contract was signed in ARG Presidential Palace by the two parties and in the presence of President Mohammad Ashraf Ghani, Indian Ambassador to Afghanistan Manpreet Vohra and other high level officials.

According to the Afghan officials, the project is part of the 500kV Turkmenistan power project and will include a 220kV transmission line from Ghazni to southern Kandahar province.

Da Breshna Sherkat Chief Executive Qudratullah Delawari said the project will be built with the financial support of United States Agency for International Development.

Delawari further added that five substations each in Qarabagh, Moqor, Shahjoi, Qalat and East of Kandahar will also be built once the project of the transmission line is completed.

This comes as the Afghan government has stepped up efforts to execute key infrastructure projects including power transmission lines.

Earlier, a contract was signed for the transmission of 300 megawatt electricity line from the northern Doshi to central Bamyan province.

The Afghan government has approved ten contracts worth AFN 4 billion during a meeting of the National Procurement Commission chaired by President Mohammad Ashraf Ghani.

The Office of the President, ARG Palace, said the contracts approved by the commission include construction of 32 kilometer road in Maimani city of Faryab, road construction and upgrade from Deh Salah district to Shashan in Baghlan, procurement of spares for Mazar-e-Sharif electricity enterprise, security services for Herat, Mazar-e-Sharif, Kandahar, and Hamid Karzai airports.

Other contracts approved during the meeting include procurement of equipment for the government institutions to respond to disasters, procurement of food supplies for the Ministry of Defense, extension of contract period for Doshi-Pul Khumri road construction, and construction of electricity transmission line in Kapisa province.

The procurement commission referred the construction of ring road project in Mehtarlam city for further review.

Other issues discussed during the meeting included the transfer of funds from ATRA institution to the national bank, security deposits for the construction of Pashdan, Almar, and Machlo dams, instructing the Afghanistan Bank to pave the way for the transfer of the funds to specific accounts in the Ministry of Finance from the banks which have issued the guarantees.

A major contract for the establishment of Barikab Economic and Development Township was signed in the presence of President Mohammad Ashraf Ghani on Saturday as the Afghan officials are optimistic that the project will attract up to $200 million in investment.

The head of the capital development zone independent directorate Engineer Elham Omar Hotaki said the township has been designed for up to one thousand factories.

Hotaki further added that the township once established will create jobs for around 35,000 people and will attract up to $200 million in investment.

He said the government will invest around $15 million which will have a turn over $28 million over a period of three years.

According to Hotaki, the township will be built over the land which was previously confiscated by the land grabbers.

Hotaki further added that the land will be recaptured from the grabbers with the support of the national security council and the presidential palace.

The contracts for the establishment of the township were signed in the presence of President Mohammad Ashraf Ghani in ARG Presidential Palace on Saturday evening.

The Afghan government has approved at least eight contracts worth around AFN 25 billion, the Office of the President, ARG Palace said.

The contracts were approved during the National Procurement Commission meeting chaired by President Mohammad Ashraf Ghani.

The contracts approved during the meeting include third phase project for Kamal Khan Dam in Nimroz, design and construction of dam in Dahana-e-Dara Band area of Pashtun Kot district in Faryab, and the CASA-1000 transmission line which was approved in principle.

The other contracts approved during the meeting include construction of Mehtarlam Baba ring road in Lahgman, construction of embassy complex in Islamabad, and three contracts for the supplies of food and other items for the presidential palace.

The meeting participants also held talks on technical aspects and detailed designs of dams to be constructed in Ghawdar of Daikundi, Gazak of Bamyan, Dahana-e-Ghorbandak of Parwan, Paltoyi of Farah, Dwamand of Khost, Alingar of Laghman, Ter Pul of Herat, Zaramardan of Farah, Dahana-e-Boom of Ghor, Dawakhi of Panjsher, Chal of Takhar, Abshora of Badghis, Lora of Kandahar, Suri Khola of Kandahar, and Agha Jan of Uruzgan province.

The Afghan government has approved at least fifteen contracts worth around 10.7 billion Afghanis.

The Office of the President, ARG Palace, said the contracts were approved during a meeting of the National Procurement Commission chaired by President Mohammad Ashraf Ghani.

The contracts approved during the meeting include installation of five substations from Qarabagh of Ghazni to Kandahar, procurement of overhead lines, cables, and conductors for the Afghanistan Breshna Sherkat, installation of 40 substations for the Ministry of Water and Energy.

Extension of the construction of a small hydropower in Kunar, construction of 13 kilometer road in Kama district of Nangarhar, construction of road from Taimani to Chaqala in Kabul, first and second phases of water supply for Kabul, extension of road construction period in Chak of Wardak.

Maintenance of Ministry of Interior facilities including generators and electricity, procurement of medicines for the Ministry of Defense, reconstruction of Sardar Mohammad Daud Khan hospital, concrete work of Herat customs department, internet services for Information Technology department of Ministry of Education, and procurement of fuel for the Ministry of Higher Education are among the contracts approved by the government.

The Afghan government has approved in principle the 30 megawatt solar power project plan for the southern Kandahar province of Afghanistan.

The Office of the President, ARG Palace, said the decision was taken during a meeting of the national economic council chaired by President Mohammad Ashraf Ghani.

The plan was approved after the Ministry of Energy and Water presented the plan before the meeting participants.

As per the Bill 31 of the Afghan Cabinet, the Afghan government had announced the plan for solar power to generate a total of 100 megawatt of electricity to be implemented in 20 provinces in 30 projects.

According to the Bill, a total of 65 megawatt of electricity is supposed to be generated via solar power, 14 megawatt from wind, 13.5 megawatt from urban wastes, and 7.5 megawatt from hydropower.

A total of seven companies have shown interest to invest in the project and among them two of the firms have been considered for their better financial proposals.

The Minister of Finance Eklil Hakimi emphasized on the importance of the solar power but proposed that the project should be further reviewed to confirm if 15 megawatt or 30 megawatt of electricity would be sufficient for Kandahar province.

The meeting concluded with the decision to approve the plan in principle but the contracts of the projects will be reviewed after every five years.

President Mohammad Ashraf Ghani has approved at least five contracts worth 1 billion Afghanis during a meeting of the National Procurement Commission.

The Office of the President, ARG Palace, said the contracts approved during the meeting, includes procurement of tables, chairs, and solar power system for the schools in 22 provinces.

Procurement of food items for the Ministry of Public Health and consulting project to uplift the capacity of the High Office of Monitoring Directorate.

Other projects approved during the meeting included repair and maintenance of the power plants and generators for the Afghan army central command and Corps units, and supplies of logistics for the administrative office of the President.

The meeting also decided to modify the consulting projects for to investigate the reconstruction of Greshk city electricity dam and power transmission project and subsequently rejected it for seeking alternatives for the projects.

A plan for the establishment of an extraordinary committee to expedite the works of the infrastructure projects, including roads, railways, housing projects, dams, was also approved during the meeting.

The National Procurement Commission also presented its report for the fiscal year 1395 to include the achievements, executions, and reforms.

The second line of the main highway linking the eastern Jalalabad city to Torkham will be completed in six months.

According to the local officials in Nangarhar, the two thirds of the second line have been completed and the last phase will be completed in six months.

The provincial public works director Zabit Khan Mangal said efforts are underway to remove the main barriers along the second line of the highway to pave the way for the work to be started on its third and final phase.

He said the barriers are available between Eidgah mosque to Samar Khel area which are also created problems to the traffic.

Mangal further added that the cement wall located near the Afghan army base will be removed first and eventually the barriers established near airbase will also be removed.

He predicted that the main works on the third and final phase of the second will be completed in four months.

According to Mangal, the greenery work and erection of the light pillars will also be done along the highway.

The key Housing Enterprise of the Ministry of Urban Development and Housing signed an agreement regarding the implementation of Human resources management reforms.

The agreement was signed between the Minister of Urban Development and Housing Syed Sadat Mansoor Naderi and Nader Naderi, the head of the Independent Administrative Reforms Commission.

The housing enterprise is the only governmental institution that has taken steps regarding the implementation of the structural reforms.

Naderi assumed charge of the Independent Administrative Reforms Commission last month and pledged to take important steps in implementing reforms in the government institutions, emphasizing that the commission had failed to provide the services in the past and that the government institutions require more attention to upgrade to modern system in a bid to expedite the services provision.

Following the signing of the agreement, Minister Naderi said the housing enterprises was facing massive cash crisis during the past years but the recent activities including the restoration of the Dar-ul-Aman Palace reflects the growing prominence of the enterprises which are remarkable.

Syed Sadat Naderi, the Minister of Urban Development and Housing assumed charge of the ministry earlier in 2015 and since then has been emphasizing on the greater importance of the fight against corruption and implementation of reforms.

He took major steps during the first few weeks since he assumed the charge of the office and launched a widespread campaign against corruption, a step which was in contrast to the other ministers and politicians who are normally sidelining their commitments after achieving votes of confidence from the lawmakers, a move which is common in countries like Afghanistan.

His initial major step was to dismiss 6 top officials of the ministry of urban development affairs for the miscue of authority, embezzlement, and bribery.



According to the officials, almost 90% of the individuals involved in the corruption have been dismissed from the ministry, either they have been arrested or they have been sacked from the ministry through the reform program.

The construction of a work worth 167 million Afghanis was inaugurated by the local officials in eastern Nangarhar province of Afghanistan.

Provincial governor’s spokesman Ataullah Khogyani said the length of the road is around 14 kilometers and will be built in Shergar area of Kama district.

He said the road construction in Kama district will be built as part of the Ministry of Rural Rehabilitation and Development.

Khogyani further added that the construction of the project will be completed in around one and half year.

According to Khogyani, nearly six thousand families will benefit from the road once it is completed and will provide work opportunities for one hundred people.

The provincial rural rehabilitation and development chief Sefatullah Sharafmal said around 67 new culverts will also be built along the road while 21 old culverts will be rehabilitated.

He said a 3722 meter protective wall will also be built along the road.

In the meantime, provincial governor Gulab Mangal said the construction work of 4 kilometers road will also start in Land Baloch and Mirza Khel areas of Kama.

The Afghan government officials formally inaugurated the construction of 108 kilometers road in northeastern Badakhshan province of Afghanistan.

The construction project was inaugurated in the presence of Chief Executive Abdullah Abdullah and several other high level government officials including Public Works Minister Mahmood Baligh.

Speaking during the ceremony to inaugurate the project, Minister Baligh said the road will be constructed from Baharak district of Ishkashim, having a length of 108 kilometers.

He said the project will be funded by the Asian Development Bank and the road will be built over a period of four years.

Baligh further added that the contractor is obliged to complete the project in four years period and must hire the local residents for the work performance.

Badakhshan is located in the northeastern parts of the country and is one of the remote provinces bordering China and Tajikistan.

In the meantime, the Minister of Public Works said negotiations are also underway for the construction of railway network from China to Afghanistan and the representative of China is expected to visit Afghanistan in the near future to hold talks regarding the project.

The white blood plasma procedure started for the first time in eastern Nangarhar province of Afghanistan, the local officials said Sunday.

The provincial public health directorate chief, Dr. Najibullah Kamwal, said the procedure has been launched in the provincial hospital with the support of the Healthnet TPO organization and the Ministry of Public Health of Afghanistan.

Dr. Kamwal further added that the Afghan patients can now visit the Nangarhar provincial hospital for the procedure.

He said the launch of the procedure in Nangarhar will help the patients to have the procedure done inside the country and there will be no need for them to visit the neighboring countries for the procedure or travel to other countries.

According to Dr. Kamwal, the procedure will be done everyday from 7am in the morning till 2 pm in the afternoon in the provincial hospital.

This comes as the Afghan patients were mostly visiting Pakistan and other regional countries to seek treatment with the officials saying that millions of Dollars were flowing out of the country due to the absence of proper health services inside the country.

The Afghan government had earlier instructed the Ministry of Public Health to take necessary measure for paving the way for the provision of treatment and health services inside the country.
