So in China, it's about modern expressway with controlled access.
But at the other side of border, it's crappy roads....

Better just talk about China's own expressway system.....117,000km by the end of 2015.
Our next goal is 169,000km by the end of 13th 5-year plan (2020), also the year of radical poverty alleviation.

The total length will increase by 37% (46,000km).
Among them, Inner Mongolia, Guangdong, Guangxi, Gansu and Hebei provinces will each witness an increase of more than 2600km.
2016 is the first year of 13th 5-year-plan. The new projects starting construction in 2016 reach 9615km (non-exhaustive). 36% in Southwest, 18% in East, 17% in Northwest!
