Pakistan should run away from oil and develop coal and hydroelectric power along with as much windpower as possible. All trains should be running free on this coal and as many factories as possible should shift from oil/electricity to coal generated power. Even though it is lower quality coal that is fine, it's still the best way out from the energy crisis for a country like pakistan.
