According to the local press, military engineers have made significant progress in the development of Ukrainian Grom tactical ballistic missile system. Funding for R&D however, is a mystery. Ukranian Grom tactical ballistic missile program is seemingly funded by a foreign buyer. According to experts, Pakistan may be one of the countries heavily investing in the missile program.

Two enterprises are involved in creating the high-end weapon – Yuzhnoye Design Bureau and Pavlograd Chemical Plant. The General Director of Pavlograd Chemical Plant explained that close to $40 million were received as private financing using which the engineers were able to create the necessary manufacturing potential and laboratories, and were able to test system components. He stated that a prototype of the Ukranian Grom tactical ballistic missile had already been created.

Reportedly, mass production of the weapon could begin as soon as 2018. The ballistic missile is expected to have a range of 280 km which can be upgraded to 500 km. The designers claim that Grom would be able to defeat the most sophisticated of missile defense systems, including the Russia S-300 and S-400. The real question however, is still begging to be answered. Experts believe that United States has actively cooperated with Ukraine in the field of ballistic missile. However, they still fail to find concrete evidence of the U.S. being involved.

According to the Deputy Director of the Moscow-based Institute of Political and Military Analysis Alexander Khramchikhin, countries like Pakistan, North Korea, and even Belarus top the list when it comes to funding the Ukrainian Grom tactical ballistic missile program. Other prospective investors may be Saudi Arabia, UAE and even Germany.
