What happened in India recently? Heard polices shot 10 citizens dealth.

This is a politically motivated movement..people in India are generally peaceful

I know people in India are generally peaceful. I am discussing why the present political system can't work well in the issue.
There must be some lessons all could learn from.

The biggest irnoy here is Modi himself is from backward caste similar to Patels here.

India has 3 different reservation categories-- Scheduled Tribe, Scheduled Castes & Other Backward Castes. These broadly refer to these three subsections - Tribals, Dalits & Others respectively. As per Supreme Court ruling, the total percentage cannot be more than 50%. No religion based reservation is possible within this framework ie reservation for Christians, Muslims etc.( But sub-groups can be accommodated under OBC)

Originally these quotas were for 20 yrs after independence & only for education & jobs in govt sector. However, they have been extended for blocks of years repeatedly & extended to promotions in jobs too. This has created a problem in that some reserved category particularly in OBC, who were not very backward to begin with, got high social mobility & took away most of the benefits. To curb this, creamy layer concept was used which specifies an upper family income limit beyond which OBC individuals cannot avail reservation benefits.

Now are these castes selected? It can be done both at Central & State govt. The major criteria is social &/or economic backwardness. The first two segments are more or less straightforward but problem arises in the third segment OBC.

Given the relaxed qualifications and the rapid rise in jobs possible, it attracts attention and many groups wish to associate within this OBC framework. Hence the conflict. In this case Patels in Gujara, Meenas in Rajasthan and Jats in Haryana.
 
Why did democracy not take effect in the issue?

If we use riot to reach compromise, do we still need democracy? Wait for next election, use election result to decide it. This is what I thought about democratic way.

Forget it. Seems they like to be categorized backward caste because they can get benefits from the status. In my opinion, it's a little negative attitude.

It is. Another subtext to this whole affair is that the local leaders of ruling party ie BJP, which is also ruling the Federal Govt (aka PM Modi) are fueling rebellion against the sitting Chief Minister of Gujarat who was installed after Modi became PM.

Adding to the mix, the CM is a Patel, the same community that is agitating. So it seems to be an attempt to prop up another Patel in place of current CM.

Many also speculate that the main ideological organisation behind the BJP, ie RSS is using this agitation by a relatively prosperous community to generate mistrust and disdain against the reservation system which has often undermined the plank of Hindu unity propounded by the RSS & BJP. These rumours have been fueled by later rhetoric of the Patel leader who said "Give us reservation or withdraw for everyone" & "I will always vote for BJP". Disdain feeling has been generated somewhat particularly among the middle class urbanites. So that is that.

BTW this is what democracy is all about. Crazy, messy, unprincipled but deeply addictive. And India is the champion on all these facets.

RSS and BJP are not against reservation. They are not blind to the underlying social realities of India. If anything, they are the most with the connect with people of India.

Hardik Patel was an AAPian and most likely a stooge planted to make remarks that would accrue negatively to the BJP. RSS does not need to resort to such hungamas to get a point across to BJP. It can just call up Modi and talk to him.
