Ya, but its very small scale, literally a few dozen unorganized militants in Sistan and Baluchistan. Its nowhere near the size of the insurgency in Pakistan. Isn't Afghanistan also a part of the deal about some gas or oil pipeline between Iran, Afghanistan, and India?
