Iran's Rouhani unveils landmark bill guaranteeing rights, freedom of speech

Iran's President Hassan Rouhani unveiled a landmark bill of rights on Monday, guaranteeing freedom of speech, protest, fair trials and privacy, saying the achievement was "one of my oldest dreams".

Although many of the rights are already enshrined in Iran's constitution written after the 1979 Islamic revolution, Rouhani said it offered the first clear list of principles that could be used to check the performance of state institutions.

"I'm very pleased that today one of my most important promises is being delivered and I am achieving one of my oldest dreams," Rouhani told officials in a televised ceremony.

However, many institutions, including the judiciary and the powerful Revolutionary Guards, are firmly in the grip of hardliners who do not answer to the president and say the priority is to protect the revolution against dissenters and outside interference.

Rouhani said the authorities should respect limits on their powers.

"No one is allowed to enter another person's house, shop or private workplace without the permission of the owner... in the name of discovering whether crimes or sins have been committed," he said, quoting the founder of the Islamic revolution, the late Ayatollah Ruhollah Khomeini.

Having promised a bill of rights for citizens during his 2013 election campaign, Rouhani's announcement may mark a belated effort to rally reformist supporters ahead of a re-election bid in May.

Rouhani said the bill was not yet a formal law, but "must be implemented by everyone".

How may ppl show up to vote in Finland??? Over 60% of Iranians have showed up to vote in every election in the past 2 decades! These are number verified by NGO's outside of Iran!
And in that same time period U.S. & most European countries can't even get 50%
Iran is a Republic NOT a Democracy so it's governed by the will of the majority! Sorry if that offend you!

Actually last month in one country and during presidential election despite this fact that one candidate won popular vote she couldn't get into the white house ... that's equal rights for all the citizens ...

Jeezh.... US doesnt have popular vote system, it has ELECTORAL COLLAGE, thats why Hillary lost. Its not unequality or anything even near that.

Findland turnout for last election is 70+%
Sweden is 85%

No point in generalising "European" countries as there is no point in generalising "muslim" or ME countries.

That's because you don't understand that we are a federation of states, not a unitary republic. The states elect the president, not the popular vote. Just as it's the states that can change the constitution, etc., not a national plebiscite.

What is this the guy speaking of, brithers? Many of my compatriots insult the basis of Islamic revolution and i have met many of them. What is the relevance of Freedom of Speech with a Mullah like Rouhani? He is a cleric man and as i know insulting religion or religious sanctities will be equal to get hanged out from the neck on the streets of Tehran. How can a Mullah speak of freedom of speech? I don't know :-)
So i can conclude this guy is blackmailing to hide his faults and failings during the nuclear negotiations due to the remaining of sanctions so that he could fool Iranians to vote him again!. And Iranians will vote for his non sense.
I preferred Ahamadinejad instead of this guy. At least he stood up to bullying Wash.D.C.
I remember when i wrote Ahmadinejad's name on the ballot in embassy, an Iranian officer smirked at me shaking his head. Probably he thought i was an stupid moron :D But he didn't know that whole western powers were gathered to defeat Ahmadinejad. I admire Ahamdinejad's Courage, he was a great man and only a madcap crazy like him could change Iran to a nuclear state. Thanks to his 20% Uranium and his efforts , Iran's negotiating team could bargain with the West to realize west of recognizing Iran's nuclear rights.
I have no clue about Rouhani but he seems confused. Speaking of freedom while executing people for criticizing religious beliefs!!! What is that mean?

Bro, thanks for sharing your thoughts. I don't agree with you. He was a hero of our country although with many weaknesses but still a hero. I don't care about Zionists either. They are sentenced to die. Let them go and Stick to our national benefits

How about giving out handouts in the form of Yaraneh to the masses to make the ppl dependent rather than using that cash towards investing in the development of the country by creating more Jobs, better infrastructure, Increase defense R&D... ???
How about handing out massive loans to anyone especially ppl that wouldn't & couldn't pay it back!

Honestly, I don't really care about democracy.

I prefer a system of meritocracy/technocracy to a system of democracy any day of the week!

Anyway, this has nothing to do with freedom of speech/expression.

I see no reason why Iran can't be a free society and remain an Islamic republic at the same time.

Freedom of speech/expression should be tolerated everywhere, even in countries that aren't considered liberal democracies.

Kuwait isn't a democracy by a long shot, but it still allows a good amount of free speech in comparison to the rest of the Persian Gulf region:
