assalam o alikum my dear friends. I am Imran Rasheed from south Punjab Pakistan. I am doing Ph.D in Environmental Sciences and a great fan of you. I want to share my knowledge and get experience from you

environmental sciences... indeed, sir, we need more people in the world with that area of interest and work... this forum though with many decent discussions also have many military fan-boys and nationalists ( from everywhere ) whose output is hate and destruction.

one of the best descriptions of "environment" is what i read in the "dune" books of frank herbert... though the setting in the books is enormous, he wrote of the desert planet, arrakis, where the fremen people use natural techniques to hold back the shifting desert sands.

Since you are a Research Scholar in the Environmental Sciences, your view about the emissions from the proposed coal based power plants would be greatly appreciated.

Additionally, Pakistan road transport sector is largely diesel based. Current import limit for Sulphur in the auto-diesel is 500 ppm in most countries including East Africa. In Europe it is now down to 10 ppm. However Pakistan still imports 0.5% Sulphur diesel (5000 ppm). Is there any lobby in Pakistan to reduce Sulphur limit in the diesel to 500p pm?

I love environmental studies and have actually worked with the EPA in islamabad. Pakistan needs people from that field so glad to know you are doing that. As far as I know the EPA needs more great minds in order to become more effective, so hope you look into that.
 
Low sulfur diesel costs a lot more to refine, that is the only problem.

I am not asking that existing refineries should produce 500 ppm gas oil or be closed down as happened to many European refineries. The proposed Al Ghurair / Trans Asia refinery at port Qassim is the ex-Esso refinery at Naples which was acquired by KPC when they bought over Esso assets in Italy but was later shut down due to environmental reasons.

Pakistan imports about 220,000 metric tons of gas oil (High speed diesel) each month. Currently there is no difference between the Arab Gulf Quotations for 0.5% and 0.05% (500 ppm) gas oil. Hence import bill would not cost any more. In fact Arab Gulf refineries don’t produce 0.5% gas oil anymore and most of the gas oil delivered to Pakistan by KPC is 0.25% sulphur material, some minor suppliers optimise by blending Iranian unrefined heavy Naphtha cut from Petrochemical industry as long as sulphur remains below 0.5% and Flash Point spec is met.

Surely a healthy living environment is most important and with about 200,000 motor vehicles and about 1-million motor cycles (?) coming out on the road each year, something must be done to cut down poisonous emissions. Or it may be that my fellow Pakistanis don’t care about breathing clean air?

Pakistanis surely do care about clean air, but the real question is can they afford to pay the price associated with getting clean air. Cleaner fuel is only one aspect of the while picture, with proper maintenance and checking of vehicles, coupled with sound transportation policies, among other things. What good is clean LS diesel when the pump and injectors need servicing or replacement? Will Pakistanis pay for annual emissions testing and getting their vehicles certified properly? Are there the proper mechanisms to do that? What should be a priority to concentrate on first?
