Pakistan is not a member of MTCR, so why the F* would they be entertaining anything this group has to say? Why would it give importance to 'guidelines' of this group? It is idiotic to waste time and meet with them.

It's more of Pakistan trying to get into the MTCR. Membership in the MTCR and the Wassenaar Arrangement are key to get access to sensitive technologies for use on one's own missiles (e.g. propulsion). In-exchange, you promise not to export cruise missiles that can cross 300 km. However, Pakistan doesn't seem to comprehend that the US probably won't allow Pakistan's entry into either.

Whats worse , Pakistan giving CM tech to Countries like Iran , KSA , Turkey or UAE ... or Pakistan getting some sensitive Technology from the west ? Wouldn't it be good for USA that Pakistan sign not to export any long range missiles with exchange of some Crucial Technologies for Research and Development ?

What if the US can make matters such that Pakistan can't even export that tech (assuming we have full turnkey plants for the miniature propulsion, which we don't) to anyone (without even entering into the MTCR/WA)? Our weakness stems from the fact we don't have leaders who'd even care about Pakistan in the most simple areas, so forget long-term industrial development, R&D, etc.

You have a Point and it could happen .. but Nuclear Proliferation happens , how difficult it would be to share such technology with some ( brotherly ) country ? which could be threat to US or its allies in the region .. if a agreement can bound Pakistan to not transfer such tech than is it a win win for both ?
and , i thought this Military grade R&D is handled by the Armed forces ? even they are struggling with loyal and honest leaders ? :o:

Simply put, Pakistan won't do it. It has yet to even recover from the debacle associated with AQ Khan, so anything else - especially an overt 'brother-brother' deal - isn't a fight Pakistan's ready for (nor will it ever be). Genuine leverage stems from sincere and independent leaders (permeating across the entire spectrum, within and outside gov't) with a cut-throat policy of long-term industrial and scientific development, earning hard currency from exports and then putting all that into hard-hitting foreign relations moves.

its just a hypothetical thing to say, but I agree Pakistan wont be stupid enough to repeat the same AQ sage over and get the Worlds eyes on itself . As for leadership only Allah can help us

IMO ... the guy lecturing people about Rizq at the Masjid doesn't get too far without actually trying to get a job ... even birds have to chase worms (or other birds). You either die starving or die trying, but if you at least try, you might actually succeed (i.e. the nukes we have today). The US was self-warring, divided and poor (compared to France and Britain) when it started out, but something drove and kept driving them to get where they are today.

The underlined is the key sentence - US does not give a sh.t about what Pakistan thinks or wants. The sooner these idiots in Pakistan establishment recognized this the better it is for everyone's health.

Propulsion was an issue for CM initially, but not anymore; one of the reasons for the range reduction has been our use of locally manufactured engines.

The US has all but told us that if we sell, they'll make sure that the get hold of a few samples and then let India know its technical details.

We should not sign anything that limit anything of our defence
