Work on GHQ Complex in capital may start soon

this money can be spend to millions of poor people in Pakistan or may be in education or social sector of the country..
Pakistan is ruled by elite generals, politicians, bureaucrats and now judges and generalists..

so basically you are saying Pakistan has no right to seek a minumum credible deterrant, the same way the other sectors deserve their own allotments? Incidentally, it is civilians who agree on the budgets before passing them -- so no need for you to worry about such things.

How is the present one?
the current HQ is a left-over from british times. some improvements and upgrades have taken place but it does not meet the basic standards of a modern army HQ.
 
I have just one problem. The entire complex is along the lines of an elitist complex. The water canals, building facades are way too much, take it down a notch. The criticism over the new PM secretariat (constructed in mid '90s) becomes irrelevant when you see the architecture planned for the main buildings here.

Also, urban planners are expressing their reservations over the issue of height restrictions being placed in F-10 and E-11. The problem here is that the DCI is essentially a low density area and by placing a restriction on the maximum vertical height in the surrounding sectors, a pretty big chunk of land is being rendered unsuitable to a modern densely populated metropolis.

My apprehensions are from a purely urban planning and cost-effective context. As an avid Islamabad-basher, furthering low population density housing is something not useful at all.

You have no idea about what goes on in the budget making process I guess. Finance Secretaries and JS(Budget) will tell you great stories of defence budgets, especially two in the mid '90s. It's off-topic, hence I won't write it down.
 
im not too interested about budgets or deliberations made in 1990s, though you can share with me some lessons learned I'd be happy to be informed about them


an increased defence budget does not mean increased procurement or even increased pay....it means also re-stocking and re-equipping. Army is doing governments job, when will govt. make its presence known in war-affected areas?

Land Disposal Cell (LDC) Government of Pakistan

The Government of Pakistan, Ministry of Defence offers prime lands for sale / lease on long term basis in major cities of Pakistan. This unique offer is probably for the first and the last time that prime government lands are offered for investment. The Land Disposal Cell (LDC) has been established in the GHQ to generate funds for construction and shifting of the Ministry of Defence, Joint Staff Headquarters and the GHQ to Islamabad through disposal of surplus military lands and prime properties of the Army spread in the entire country.
 
Now this may be another corruption scandal as politicians, retired officers, sycophants will buy these valuable at peanuts and resell them at huge profits. The land should be sold by open bidding under the supervision of High Court judges.

PPRA regulations are comprehensive and followed properly makes sure at least everything gets documented and in case of land deals it is compulsory to sell it to the highest bidder. As bank guarantees are necessary when filing claim, there is little chance of somebody occupying land and then spending a decade in court.

MoD is one of the biggest violators of PPRA rules. Ensuring transparency is the key to eliminating corruption.
 
What about underground bunkers? There will be bunkers for NBC protection right?
 
Why isn't this Military HQ build deep within in mountains like NORAD?

One Indian Brahamos Missile will take this complex out.

and what about daily commute? not every person working in a military HQ is a high profile. Hundreds of building maintence issues, people needed for that, not every time they can airlifted, not to mention clerical paperwork performing personnel, they all wouldn't be too happy about their work place deep within mountains.

In Pakistan, where many people don't own cars there is transportation that is provided by many employers free of charge. The military will have buses that will run between GHQ and different parts of Islamabad and Rawalpindi.

i dunno abt the money part or whatever, but the building surely looks exquisite. I think Pakistan should complete the project. It looks amazing. I also disagree with a previous poster who said this:

when you are working in a high pressure environment as a defence HQ, the soothing effects of architecture are a good thing.

And to be honest, if people with normal incomes can go the extra distance to make their homes and office spaces to look more beautiful, I dont think there should be any stone unturned to make the premier work place of the armed forces.

I'll be happy with that once the 38% of children who never go to school in their lives get to go to one and the other millions get to drink safe drinking water and every 14th child born in Pakistan does not die as an infant.

This is a country ravaged by poverty, mismanagement, corruption, hegemonic ambitions and elitism. There is no place for fancy state buildings. The private sector can build all the fancy buildings it wants. There's no justification for fancy buildings at state expense when people are dying. If it were upto me, I'd clear the Aiwan e Sadr and put it up for lease alongwith everything at the Constitution Avenue and make everybody work out of trailers. I referenced to the PM Sectt. since the military and apologists used to be vocal about its "grandeur" and "extravagance" when that was being constructed. Simple and effective can work, there is no need to build architectural wonders on state money.

It's getting off-topic, hence I'll leave this matter.
