New Delhi, Feb 18 (bdnews24.com) – Dhaka has come to an agreement with India to hand over Anup Chetia, the United Liberation Front of Asom leader who has been in a Bangladeshi jail since 1996, state minister for foreign affairs Hasan Mahmud told an Indian news network this week.

"We have mutually agreed on the handover, now we have to decide on the formalities of how to hand him over. It will also include handover of Bangladeshi criminals who have fled to India," Mahmud told CNN-IBN in an interview aired on Wednesday.

Mahmud, who is also a special assistant to prime minister Sheikh Hasina, told CNN-IBN that past Bangladeshi governments since 2001 had indeed sponsored terrorism.

"Since 2001, BNP and Jamaat-e-Islami had ministers in their government who chanted slogans to turn Bangladesh into Afghanistan. So they nurtured a range of terrorist organisations.

"Terrorism in Bangladesh started and then flourished under that government," said Mahmud.

The junior minister also admitted to cross-border linkages of terrorist groups based in Bangladesh.

India has long accused Bangladesh of harbouring anti-India insurgents and terrorists, an allegation Bangladesh had denied.

Mahmud said terror groups like the banned extremist outfit Harkat-ul-Jihad-e-Islam (HuJI), Bangladesh still existed in underground pockets in Bangladesh.

"They are banned, but they are in hideouts now," he said.

Asked whether the Bangladesh government was trying to trace HuJI hideouts, Mahmud said: "Definitely, we are trying to find out their locations."

He promised a Bangladeshi crackdown on militant groups.

"Since terrorist attacks have been happening in the region in the past few months, even in Mumbai, there are cross-border linkages of these terrorists," said Mahmud.

"Not only Lashker ((Laskhar-e-Taiba) and HuJI, but other terror organisations also.

"They trained in Afghanistan, they were in Pakistan, then they came here. It's dangerous.

"They cooperate among themselves, now we have to cooperate among ourselves in the region to combat them," Mahmud said.

The US blacklisted HujI Bangladesh (HuJI-B) last year as a 'global terrorist organisation'.

A statement signed by then US Secretary of State Condoleezza Rice said HuJI-B chief Mufti Abdul Hannan, arrested by Bangladesh authorities, had been "implicated in a number of attacks in Bangladesh and abroad."

The US also praised Dhaka's anti-militant campaign at the time, saying "Bangladesh has been a strong partner of the United States in fighting terrorism, and has taken effective action to bring HuJI terrorists to justice and to prevent further attacks."

Mahmud told CNN-IBN Wednesday that the newly elected Awami league government is working for "a new Bangladesh."

This is a disgraceful comment and an utter lie. Terrorism increased during the AL government of 1996-2001. The true nature of the ****** and lying AL is now coming to light. The AL is turning us into slaves of India.

Dhaka, Feb 18 (bdnews24.com) – State minister for home affairs Tanzim Ahmed Sohel Wednesday said "a certain quarter" was trying to upset security.

Asked about the law and order, and the violence at Jahangirnagar University, he said, "We are working to establish fair justice. It is very important to establish fair justice for a country to go ahead.

"But a quarter is trying to create disruptions so that we cannot move ahead," he said after a meeting of the monitoring cell on serious cases.

About the incident at the university, Sohel said, "We have taken immediate steps. Immediately after the incident, we conducted room-to-room searches and those guilty have been arrested.

"Through it, we let it be known whoever the terrorist nobody will be let off."

About the alleged inertia of RAB and police since the government took over, the junior minister said, "Such allegation is not true. After the incumbent government took over, RAB and police patrols have been doubled because it is the responsibility of the government to ensure security of every citizen.

"We are working with that objective in mind. But it is also true that there is nothing to feel complacent about law and order.

"A crime-free condition cannot be expected anywhere in the preset-day world. Our target is to go one step forward in maintaining law and order. Nobody is being let off."

Sohel said the monitoring cell discussed investigations and settlements of serious cases. Chargesheets of nine serious cases were given, he said and added that there was good progress in 10 other serious cases.

Chargesheets given in the cases included grenade attack on Bangla New Year at Ramna, Babu murder in Paltan, bomb attack on the meeting of Suranjit Sengupta in Sunamganj, expatriate Faruque and his maid-servant murders in Banani and teacher Mahbuba Huq murder in Khilgaon..

Besides, there has been much headway in 10 cases including SAMS Kibria murder, bomb attack at Udichi rally in Jessore, maid-servant murder at the house of former minister Akbar Hossain, murder of former vice chancellor of the National University Aftab Ahmed and the killing of Awami League leader of Khulna Khan Ibn Zaman.

Decisions were made to investigate the murders of NTV video editor Atikul Islam and of Purabi in Lalbagh whose body was cut into 15 pieces, the state minister said.

In the next meeting, some other cases including these two would be discussed, he added said.

Presided over by home minister Sahara Khatun, the meeting was, among others, attended by home secretary Abdul Karim and RAB director general Hasan Mahmud Khondakar.

To be honest,I don't see any Dalali in handing over the ULFA leader to India.I just hope India does the same with Bangladeshi terror leaders instead of trying to use them to stir trouble in Bangladesh.Yes,I am talking about RAW.

Leo no one really care about anup but I find this above statemet by this person a sign of suking up and a dalali mentality. You may be disagree but that how I see it bro......

Hasan’s remarks about handing over Anup Chetia to India misrepresentation by media, says Foreign Ministry official

UNB, Dhaka

A Foreign Ministry official on Friday said State Minister for Foreign Affairs Dr Hasan Mahmud's remarks were not correctly reported by local and international media about the exchange of terrorists between Bangladesh and her neighbouring countries and also to the alleged links between Bangladesh and recent terrorist incidents in the region.

Indian TV channel CNN-IBN said during an interview with the channel Dr Hasan said Bangladesh has agreed to hand over ULFA leader Anup Chetia to India and also admitted HUJI-B's secret camps in Bangladesh. The CNN-IBN broadcast the interview last Wednesday and some Bangladeshi media reproduced the report quoting a local on-line news service.

Syed Muntasir Mamun, Assistant Secretary to Dr Hasan Mahmud said he talked to the State Minister at Nairobi last night regarding the mis-quotes in some of the media reports.

A clarification issued by Muntasir said regarding the exchange of terrorists, discussions are underway to institute a regional facilitating mechanism for exchange of convicted criminals in the South Asian region.

It said "no specific individuals or elements stand prominent in these discussions. Therefore, the report of decisions and so-called promises made with regards to handing over specific individuals are not only misrepresentation of what was actually said (in any interview) by the State Minister Dr. Hasan Mahmud MP, but was also factually incorrect."

The clarification said indeed, rather, multi-party consultations have long been going on as to how to facilitate apprehension and transfer of criminals - convicted in one country - but crossing and fleeing borders and hiding in other neighbouring countries.

Regarding HUJI, it said Bangladesh has been taking strong and specific deterrence measures for a very long time. HUJI activities are not only banned in Bangladesh, but also, all possibilities of its underground activities are actively monitored at a zero-tolerance level.

The clarification noted that Bangladesh is committed to take action against any terrorist and terrorist organization found active in this part of the world.

It said the Bangladesh government is sponsoring initiatives for instituting a regional cooperation and coordination mechanism to prevent linkages and cooperation amongst the terrorist elements in the South Asian region.

"Bangladesh rejects all allegations that terrorist are carrying out attacks in the region from Bangladesh. Such misreporting is not only factually incorrect but also unfortunate and disheartening," the clarification said.
