You cannot get membership in PTI without a CNIC card. They asked me for my CNIC card when i applied for membership, once applied they perform a background check before membership is issued.

On a side note, this is so boring. I just prefer the election method of PPP or PML-N where the candidates just pay the pay the party leaders and get the party ticket. PTI is so boring
