QUETTA: The government is making desperate efforts to win over the people of Balochistan – a cauldron of ethnic and sectarian tensions – and remove their deep scars of alienation.

Though, for the better part, the alienation is rooted in decades of ‘deprivation’ among the local Baloch populace, the authorities believe some ‘world powers’ are also exploiting the situation to weaken the country.

On Sunday, Prime Minister Yousaf Raza Gilani, who is currently touring the province, said that some ‘external forces’ have their eyes set on the precious natural resources of Balochistan.

The statement came a day after the head of the paramilitary Frontier Corps claimed that ‘foreign powers’ were stoking and fuelling the Baloch insurgency in the province.


The premier said the people of Balochistan are patriotic citizens of Pakistan. “Balochistan is close to my heart. [The government will work] for the welfare of its people,” he told a delegation of the Pakistan Peoples Party lawmakers at the Governor House in Quetta.

In order to address the sense of deprivation among the local people, the premier said that he has directed the provincial chief secretary to identify 35,000 Baloch graduates who will be hired in government departments.

“Fifteen hundred jobs in the Levies Forces have already been provided to the people of Balochistan,” he added.


Gilani said that the federal government would also recruit another 10,000 youth in different departments and out of them 5,000 would be sent on foreign trainings after acquisition of required skills in their respective fields.


Education

Premier Gilani said that under the 7th National Finance Commission Award, Balochistan’s share has gone up to Rs120 billion as compared to Rs40 billion in the past. He said the federal government has set aside Rs6 billion for providing scholarships to the students of Balochistan.

He added that Rs5 billion would be provided to the poor families of the province in a bid to assist them financially.


Development


Pledging to expedite the development of the biggest province of the country, the premier stated that Rs3.2 billion has been allocated this year for the completion of the road between Rato-Dero and Gwadar.

“This road would help make the Gwadar port operational and it will improve connectivity between the three provinces.”

Separately, in a meeting with representatives of the Hazara community, the prime minister said that peace and tranquillity would be ensured in the province at all costs.

He voiced sympathy with them over their killing of their five community members in a targeted attack on Sunday. “We are equally grieved about the sad incident and our heartfelt sympathies are with the bereaved families,” he added.

Premier Gilani directed the chief and home secretaries to improve law and order in the province. Concerted strategy must be evolved to ensure peace and tranquillity, he said, adding that leniency on the part of law-enforcers would not be tolerated.

QUETTA: Prime Minister Syed Yousuf Raza Gilani on Sunday said the people of Balochistan are patriotic, talented and need opportunities to tap their potential, adding that the PPP government is working on projects to create opportunities for them.


The prime minister said that he has given instructions to chief secretary Balochistan to designate 35,000 graduates of Balochistan to be given jobs by the government.

He said this while talking to a delegation of Pakistan People’s Party Balochistan led by its Provincial President Mir Sadiq Umrani who called on the prime minister at Governor House in Quetta.

“35,000 jobs have been created for the youth of Balochistan besides relaxing job criteria for them,” Gilani said.

He maintained that 1,500 more jobs would be given this year in the federal levies force in Balochistan, adding that the federal government would further recruit 10,000 youth in different departments and out of them 5000 would be sent abroad after requisition of required skills in their respective fields.


The prime minister said, “Balochistan is close to my heart and I want welfare and well being of the people of Balochistan.”

He said that under the 18th amendment, provisional autonomy has been given to the provinces to empower them.

He said that under the 7th National Finance Commission Award (NFC), the share of Balochistan has gone upto Rs 120 billion as compared to Rs 40 billion in past.

The prime minister further said that the federal government has allocated Rs six billion in scholarships for the youth of Balochistan and created opportunities for them to get an education in the prime institutes of Pakistan.

He said Rs five billion would be given to deserving and poor families of Balochistan. Gilani also said completion of Kachhi canal would bring revolutionary change in the economy of Balochistan.

Gilani, Kayani in Balochistan on ‘troubleshooting’ mission

QUETTA: The country’s political and military leadership landed in the capital of the country’s most volatile province Sunday evening in what has been described as a troubleshooting mission.

Prime Minister Syed Yusuf Raza Gilani Sunday assured the people of the province during meetings with various leaders that the federal government would continue to strengthen the economy of the province and that the time was not far off when Balochistan would be able to return the favour and assist the central government.

“The Pakistan Muslim League (PML-N) is giving assurance after assurance to Balochistan, but the people of the province remember only too well that [the PML-N] government failed to pay salaries to government employees because the provincial exchequer had been emptied by its people,” he said, adding that it was the present government that had paid the overdraft from the federal fund amounting to Rs17 billion.

Chief of Army Staff (COAS) General Ashfaq Pervez Kayani also arrived in Quetta shortlyafter the prime minister’s landing. Prime Minister Gilani is expected to address the students and faculty of Staff College Quetta this morning (Monday) where he will deliver an important policy statement pertaining to foreign, economic and national security affairs. He will also hold a question-answer session with the participants in a closed-door session. The premier will also meet local military commanders on the occasion. He will later inaugurate the Cadet College in Balochistan, and will also visit Pakistan’s prestigious Naval Base at Ormara before returning to the capital. Chief of Naval Staff (CNS) Admiral Muhammad Sandhila will brief Prime Minister Gilani about the activities of both the navy and its base.

Prime Minister Gilnai chaired three high echelon meetings on Balochistan in Islamabad over the past seven days before landing here, and in this perspective his visit has gained conspicuous significance. Prime Minister Gilani — who is also the Vice Chairman of the ruling PPP — has arrived at a time when tension is mounting between in the province.

Earlier addressing a delegation of PPP leaders, Prime Minister Gilani said that he had issued directives to the provincial chief secretary to designate 35,000 graduates of Balochistan with government jobs, adding that 1,500 jobs in the Federal Levies Force had also been created in the province. The premier announced that the federal government had allocated Rs6 billion for scholarships for the youth of the province, and had worked hard to enrol them in the prime educational institutions of the country. He said that Rs5 billion would be given to deserving and poor families of Balochistan.

He affirmed that Rs31 billion had been allocated for the Kachhi Canal project, and that the full amount would be released this year for the completion of the venture. He added that Rs3.2 billion had been allocated to complete the road between Ratodero and Gwadar: With regard to Afghan Transit Trade (ATT), the prime minister said, “We have improved relations with all our neighbours and Afghan Transit Trade is a milestone,” adding that the venture would bring billions of dollars in revenue to Pakistan.

He further added that the establishment of IT centres across the country would help create job opportunities for millions of jobless people: “The people of Balochistan are very patriotic and talented, they only need the opportunity for which PPP is making efforts,” he said.

Gilani due in Quetta today: Govt moves to win back Baloch trust

ISLAMABAD, June 2: In an attempt to restore the trust of Baloch people in the federation shattered by broken promises, Prime Minister Yousuf Raza Gilani will pay a two-day visit to the province starting from Sunday.

Informed sources told Dawn that the prime minister would meet a cross-section of society to find ways and means to improve security situation in the troubled province and to address grievances of the Baloch.

On Saturday Mr Gilani chaired a high-level meeting on Balochistan. It was attended by Chief Minister Nawab Muhammad Aslam Raisani, the federal ministers for interior, finance and law, the Balochistan finance minister, legislators from the province and senior officials.

The deliberations came three days after a high-level meeting which invested the Balochistan chief minister with powers to call out the Frontier Corps (FC).

Mr Gilani’s visit is taking place at a time when the Supreme Court is grappling with the saga of missing persons. Chief Justice Iftikhar Muhammad Chaudhry himself heads the bench which is conducting hearings in Quetta and Islamabad.

During the visit, Mr Gilani will review the progress on development projects launched in collaboration with the federal government and the progress in implementation of the Aghaz-i-Huqooq-i-Balochistan package. He will deliver a speech at Quetta’s Staff College on Monday. The same day he is to attend a function at the cadet college in Ormara.

Sources said the prime minister had asked the law ministry to come up with proposals for legislation regarding missing persons and to carry out amendments in the anti-terror law.

Chief Minister Aslam Raisani was advised during Saturday’s meeting to take measures for coordination between law enforcement agencies, both federal and provincial, operating in Balochistan.

The sources quoted the prime minister as having said that the government had thrashed out a strategy to address Balochistan’s problems and to assist the provincial government in speedy execution of development schemes.

Mr Gilani asked personnel of all law enforcement agencies to remain vigilant in order to foil designs of forces bent upon sowing discord in the province.


The meeting decided that no one shall be allowed to drive vehicles with tinted glasses or glazed papers and no vehicle shall be allowed to use the road without payment of customs duty.

Law enforcement agencies were authorised to seize such vehicles and to deal with the owners in accordance with law. It was also decided to cancel provisional permissions granted to car owners for using their vehicles pending payment of customs duty.


The prime minister directed the interior minister and the chief minister to meet regularly to review the law and order situation in the province, especially in Quetta, and to work out measures for restoring normality.

Mr Gilani told the interior ministry to assess logistics requirements in consultation with the chief minister with a view to augmenting capability of law enforcement agencies to curb crime rate.

Gillani the thief knows that this is election year that's why he is saying all this plus Supreme Court is behind them and constantly poking them on this issue as to what have they done actually so far.
