Scorpene is costly, why not go for more advanced Kilo class?

Once we have heard that Pakistan is going to get Sea Hawks but I think as of now there might be more Sea King with upgrades from UK side or may be a new one like NH-90, AW101 or some Chinese variant would be arriving soon.

India can train Vietnamese too . If look at Vietnam's new plan its more or less what India already have . I think India helping Vietnam in planning process too .
