While we discuss options like cross-border raids and surgical strikes across the border , we are yet to unleash a caged tiger R&AW which for long has been kept on a leash. Its a recorded fact that under successive governments in India, Countries only External Intelligence agency has been systematically demolished and its power crippled to keep nervous political bosses from becoming edgy over growing capabilities of Research and Analysis Wing .
India for long feared that R&AW like Pakistan’s Inter-Services Intelligence will become too powerful of an agency and a non-political force which can make or break governments and will have say in all matter related to countries security and beyond , so a systematic and controlled disarmament was planned .
Political masters in India have always feared R&AW and have historically compromised other Indian intelligence agencies to curb their growing influence in political circles . Intelligence network in Pakistan was first compromised when General Zia-ul-Haq plans to secretively start Pakistans nuclear program was exposed by Indian prime minister Morarji Desai when he inadvertently mentioned that India was aware of Pakistan’s nuclear programme, which in turn lead to all Indian Spies in Pakistan being hunted down and assassinated by Pak’s ISI.
later Indian prime minister I K Gujral suspend all offensive ops within Pakistan and also dismantled external offensive capabilities of R&AW . lack of assets and systematic withdrawal of many operations in gulf lead to a vacuum in intelligence gathering leading to many intel failures like 93 Mumbai bomb blast and failure to see the rise of terrorism in Kashmir in early 90’s .
Our Political bosses no doubt feared aggressive former R&AW Chiefs who were countries finest strategical thinkers and were counted among best spies at that time in the world who had defined and worked on counter-terror operations which India had witnessed due to Khalistan movement in India . few stray incidents carried out without permission of political bosses effected R&AW external wing leading to a stage where the agency is not counted among the best , as it was once in early 70’s .
Former army chief General V K Singh created Technical Support Division (TSD) which was tasked to carry out counter-intelligence, covert-ops and surveillance in Pakistan occupied Kashmir . TSD was very effective in words on Army statement and stopped many cross-border attacks particularly of Pakistan Army’s “Border Action Team” and many of its mission are still classified and information regarding TSD’s operations and its personnel has been buried after it was alleged that TSD was not sanctioned agency nor was funded .
Like PM Modi has given Indian Army a free hand , India only external Intelligence agency R&AW needs to be given a free hand to tackle aggressive Pakistan who has made terror has its state instruments to bleed India, it time Modi and Doval revive R&AW to its former glory .
