Who is responsible bureaucracy or the Politicians.

Yesterday I was watching the Geo-mentary and they were showing that how from the early days of the establishment of Pakistani Gov the bureaucracy had played a major role in ruining the very gov that they were to run. They in their tussle with the Politicians never let the gov settle, and the system to flourish. And the end result was the first Marshal Law gov, from where the democracy in Pakistan was never allowed to establish her self, and now we are stuck with these selfish, good for nothing politicians who are further destroying the country. I am also linking an article posted by Sir. Fatman that highlights the still ongoing struggle between the bureaucracy and the politicians in Pakistan.

My question to all is that who do they think is the true culprit here. Are they the bureaucrats, are they the politicians. Or is it some else.
