ভারতের আসাম রাজ্যে যাদের নাম ভোটার তালিকায় রয়েছে কিন্তু, নাগরিকপঞ্জিতে নেই তাদেরকে আপাতত ‘সন্দেহজনক’ হিসেবে চিহ্নিত করা যাবে না। যতোদিন না তাদের ‘বিদেশি’ হিসেবে সিদ্ধান্ত নিচ্ছে আদালত, ততোদিন তারা ভোট দিতে পারবেন।
ভারতীয় গণমাধ্যম এনডিটিভির এক প্রতিবেদনে আজ (২৭ সেপ্টেম্বর) বলা হয়, নির্বাচন কমিশনের এক কর্মী নিশ্চিত করে জানিয়েছেন, যেসব নিবন্ধভুক্ত ভোটার নাগরিকপঞ্জি থেকে বাদ পড়েছেন, তাদের ‘সন্দেহজনক’ হিসেবে ধরা যাবে না, যতোদিন না তারা ‘বিদেশি’ বলে প্রমাণিত হচ্ছেন।
আসামে ‘সন্দেহভাজন’ বা ‘ডি’ ক্যাটিগরির নাগরিক হলেন তারা যাদের নাগরিকত্ব নিয়ে সংশয় রয়েছে। ১৯৯৭ সালে ওই রাজ্যে ভোটার তালিকা সংশোধন করতে গিয়ে এই ক্যাটিগরি তৈরি করে নির্বাচন কমিশন।
নাগরিকপঞ্জির পরিমার্জন প্রক্রিয়া পর্যবেক্ষণ করছে সুপ্রিম কোর্ট। শীর্ষ আদালত সিদ্ধান্ত নিয়েছে, ১ লাখ ২০ হাজার ‘সন্দেহজনক ভোটারের’ জন্য অপেক্ষা করতে হবে যতোক্ষণ না তাদের ব্যাপারে চূড়ান্ত সিদ্ধান্ত নেওয়া হয়।
এরপরই প্রশ্ন ওঠে, তাহলে এই ‘সন্দেহভাজন’ ভোটাররা কি ভোট দিতে পারবেন না? বিশেষ করে যারা এতোদিন ভোট দিয়ে আসছিলেন? সেই বিষয়েই এবার মুখ খুলেছে নির্বাচন কমিশন।
এই পদক্ষেপকে অত্যন্ত তাৎপর্যপূর্ণ হিসেবে উল্লেখ করে প্রতিবেদনটিতে আরো বলা হয়, শাসক বিজেপি এবং কংগ্রেস বিশ্বাস করে, ৩০ আগস্ট প্রকাশিত নাগরিকপঞ্জি থেকে বহু বৈধ নাগরিককে বাদ দেওয়া হয়েছে। ওই তালিকায় ৩ কোটি ১১ লাখ মানুষ জায়গা পেয়েছেন। বাদ গিয়েছেন ১৯ লাখ। বিজেপির কয়েকজন শীর্ষনেতা অভিযোগ করে বলেছেন, রাজ্যটিতে হিন্দুদের তাড়িয়ে মুসলিমদের সুবিধা পাইয়ে দেওয়ার ‘চক্রান্ত’ চলছে।
দেশটির স্বরাষ্ট্রমন্ত্রণালয় জানিয়েছে, যাদের নাম তালিকায় নেই, তারা এখনই ‘বিদেশি’ বলে চিহ্নিত হবেন না। তাদের আদালতে যাওয়ার সুযোগ দেওয়া হবে।
উল্লেখ্য, ১৯৭১ সালের ২৪ মার্চের মধ্যরাত অর্থাৎ পূর্ব পাকিস্তান থেকে বাংলাদেশের জন্মের আগের দিন পর্যন্ত যারা সেখান থেকে আসামে এসেছেন তাদের নাগরিক হিসেবে গণ্য করা হবে ওই তালিকায়।

Those whose names are on the voter list in the state of Assam, India, however, cannot be identified as 'suspicious' at present. As long as the court decides them as 'foreign', they can vote.
In an Indian media NDTV report today (September 27), an Election Commission staff member confirmed that registered voters who were excluded from citizenship pockets would not be considered "suspicious" until they were proved to be "foreign".
In Assam, the 'suspected' or 'D' category citizens are those who have citizenship concerns. The Election Commission created this category after amending the voter list in that state in the 5th.
Supreme Court observes refinement process The apex court has decided that 1 lakh 20 thousand 'skeptical voters' will have to wait till a final decision is taken on them.
The question then becomes, can these 'skeptical' voters not vote? Especially those who were voting so long? The Election Commission has opened its mouth for that matter.
Referring to the move as significant, the report also said that the ruling BJP and the Congress believe many legitimate citizens have been excluded from the census published on August 7. In that list, 10.3 million people have been found. 1 lakh has been dropped. Some BJP leaders have alleged that 'conspiracies' are being carried out in the state to disperse Hindus to Muslims.
The country's interior ministry has said that those who are not on the list will not be identified as 'foreigners' right now. They will be given the opportunity to go to court.
It should be noted that those who came to Assam from midnight to March 27, the day before the birth of Bangladesh from East Pakistan, will be considered as citizens.
