Mumbais police commissioner Satyapal Singh has, in a 21-page article titled Fire in the forest tackling with Maoist Menace posted on the Mumbai police website, suggested imposing curfew, slapping collective fines and taking to task the sarpanch and elders in villages found giving food and shelter to Maoists.
Excerpts from the article recently published in the Indian police journal (IPJ) have triggered a controversy.
On Sunday, Singh could not be contacted for his comment on the issue despite several calls and messages sent to him.
In his article, Singh has taken a dig at the government for its anti-Maoists policy by saying "the policy makers have not reviewed it honestly and comprehensively. Only the police department is asked to explain the continuity of such complex phenomenon."
Singh wrote that the Indian criminal justice system has already collapsed and justice is a far cry, especially for the poor. He has suggested that the government go for an all-out psychological warfare through propaganda and publicity.
He wrote that as far as anti-Maoist strategy is concerned, coordination among agencies exists "mainly on paper".
