Vietnam, India firms sign $2 bn deal for Hanoi highway project

New Delhi: Vietnamese Prime Minister Nguyen Tan Dung on Monday invited Indian investment in areas ranging from biotechnology and information technology to engineering and infrastructure, before overseeing a $2-billion pact being signed between Indian and Vietnamese companies for managing the key highway connecting Hanoi to the port city of Haiphong.
Dung, who arrived in New Delhi after a short stopover in the Buddhist pilgrimage centre of Bodh Gaya earlier on Monday, also said Tata Power Ltd, which last year bagged a $1.8 billion contract to develop two 660 MW thermal power plants in southern Vietnam, beating stiff competition from Korean and Russian companies, would be completing the project three years ahead of schedule in 2019.
Describing India and Vietnam as “two dynamic economies of Asia”, Dung said in a speech to Indian industrialists in New Delhi that the bilateral trade volume at $8 billion in 2013-14 was “modest” and not commensurate with the existing potential.
Indian investments in Vietnam total about $1 billion.
Dung’s two-day visit is aimed at forging deeper economic ties with India following a spike in tensions with China earlier this year over territorial claims in the South China Sea.
Senior officials of India’s ministry of external affairs have billed the visit as having primarily an economic focus.
But analysts in India say Dung’s visit—the third high-level exchange between India and Vietnam in as many months—is illustrative of Vietnam looking towards India as it grows increasingly wary of China.
External affairs minister Sushma Swaraj paid a visit to Vietnam in August, and President Pranab Mukherjee was there last month.
In his speech, Dung said Vietnam could act as a “bridge” for India to enable Asia’s third largest economy to make deeper inroads into the Association of South East Asian Nations (Asean) market. Vietnam is one of the 10 members that makes up the economic grouping that will be coalescing into an economic community, characterized by a single market and production base, besides “a competitive economic region”, as per the Asean website.
Textiles, leather, machinery and energy are other areas in which Vietnam is seeking Indian investments, said Dung.
Piyush Goyal, the minister of state for non-conventional energy, coal and power offered Indian expertise in setting up thermal and hydel power projects in Vietnam as well as Indian know-how in the field of non-conventional energy generation.
India and Vietnam signed a pact for the management of the six-lane expressway linking the Vietnamese capital Hanoi to the port city of Hai Phong.
India’s IL&FS will be managing the 105-km-long highway for a 30-year period under the terms of the pact signed with JSC Vietnam.
To give a boost to the business and tourism sectors, Jet Airways (India) Ltdannounced the launch of flights connecting Delhi and Mumbai to Ho Chi Minh City starting 5 November.
Vietnam Airlines is expected to start flights to India next year, Indian and Vietnamese officials said.

Looks like after China Pak deal, India stepped up activity in Vietnam.

- Setting up factories

- Setting up thermal power stations

- Oil exploration (Recently a ₹11 trillion investment)

- Training Vietnam military

- Investments

I am guessing, if China makes an agreement with Pakistan to place permanent military assets in Pakistan, India will open a naval base in Vietnam. In 2014 Vietnam already offered India a naval base there.

Vietnam is our best ally in East Asia along with Japan. Truly, Indo-Viet friendship acn define 21st century for us as we need a pivot in our endeavor to expand our "look East" policy.

As of now, we are co-operating in...
- Infrastructure projects
- Naval training and partnerships
- EEZ exploration (Oil/Gas)

Logical next step would be to increase our trade volumes and have better air links which we lack now. Moving forwards, we can have military partnerships (already Brahmos and other platforms are being rumored) .

More importantly, India should offer Civilian Nuclear Technology to Vietnam like the one that was offered to SL.

Also, if there is one region that really needs Nuclear Arms, it has to be South East Asian region and Vietnam in particular! They are going to need them critically if they are to defend their territorial integrity against Chinese ambitions!

You see the problem is that China has not yet done something very threatening. These are very risky maneuvers. Giving Vietman nuclear weapons would only be a responce to a very severe and threatening Chinese activity in our back yard, ie Sri Lanka, Bangladesh or Pakistan.

We are already setting up thermal power stations in Vietnam, so if China goes ahead and implements the Civilian power deal with Sri Lanka we could always set up nuclear power stations in Vietnam.

Not true at all! China went out of its way to proliferate Nuclear Technology to Pakistan, which then proliferated it to China's other friend, North Korea!

It doesn't matter whether or not SL gets Nuclear Bombs, Pakistan is more than enough to make up for all of other Indian neighbors getting Nuclear Bombs.

India is a responsible country with a very clean nuclear proliferation record. Giving other countries nukes should be our last option when no other methods work. For example, China setting up nuclear bases in Pakistan or setting up ABM bases in Bangladesh.

No, I am not suggesting India should indulge in proliferation, although China did do that to India and put India in an eternal disadvantage strategically.

By the way, we have a deal with Vietnam where we use their port in exchange for military training and hardware. Our ships have already visited their ports and also been in the contested waters of SCS. China has not dared to anything like that in our region, other than the sub in Sri Lanka, after which maybe something happened between Ind-SL, and we have:

Sri Lanka to bar Chinese submarines from docking in its waters - The Hindu

So lets see what happens in Gwadar, if Chinese ships are posted there, I am sure we will have naval assets to protect our oil rigs in Vietnam. After all, ₹11 trillion investments must be protected from the Chinese.

And for Gwadar we are building up the Chabahar port in Iran.

Well, India's defense cooperation with Vietnam is nascent at best and extremely transparent compared to what China has with Pakistan.

The point is, China overtly and covertly facilitated Nuclear proliferation to Pakistan. Not just that, China routinely shoots down any Indian sponsored UN resolutions condemning Pakistan or Pakistan-based terrorist organizations that target India. What can be more damaging to India's interests than that?

And regarding China-SL relationship, we haven't seen the last of it yet. Another elections in SL and China will be back with vengeance.

Nothing short of Nuclear Proliferation by India in South China sea will even out the damage China has inflicted on Indian interests. Not that I am suggesting India to damage its own proliferation records but if push ever came to shove, that should be considered an option.

Well, we dont know whats going on under the table do we? Doval visited Vietnam few weeks back, but nothing on the news about what he did there. But does Vietnam really want nukes? Thats the question.

Vietnam has shown the world that they can slap china if they feel like. Also, they are an emerging economy.

They have both the gumption and the intent to do what ever they want. Win-WIN I would say !
