US Fleet Forces Boss: No Going Back on Modularity

ARLINGTON, Va. — The commander of U.S. Fleet Forces Command (USFFC) said the Navy is committed to modularity in its ships and that modularity will see increased implementation going forward.

“We can’t go backwards with an asset that doesn’t have a mission bay,” Adm. Philip S. Davidson, commander of USFFC, said Jan. 14 at the Surface Navy Association National Symposium, referring to a ship feature that hosts a variety of modular sensors and weapons, such as in the littoral combat ship.

Modularity was one concept praised by Davidson as giving the Navy new or enhanced capabilities. He noted the U.S. dominance in the undersea domain that is “significant right now” but which the Navy must maintain for national defense.

Davidson praised the Multi-Function Towed Array as a sensor “critical to the United States.”

He also praised the anti-submarine warfare (ASW) capabilities of the Boeing-built P-8A Poseidon maritime patrol aircraft (MPA) and said he is working to devote more of its mission time to ASW and less toward the over-land intelligence, surveillance and reconnaissance operations that have dominated P-3C Orion MPA use since 9/11.

Davidson stressed the usefulness of netted off-board vehicles, including undersea and surface unmanned vehicles, which help “with the total undersea picture.”

He also called the Navy Integrated Fire Control-Counter Air capability “phenomenal” and that such networks are necessary for distributed tactical awareness.

Interesting, I wonder if the P-8Is that India purchased have over-land ISTAR capabilities. That would be great, because I feel that the Indian military's capability in that regard is presently inadequate.
