Talking with the media during Pakistan's Prime Minister Imran Khan's visit to the White House on July 22, 2019, US President Donald Trump said the United States “have a fantastic trade relationship (with Pakistan). I don’t mean we’ll increase it by 20 per cent. I mean, I think we can quadruple it. I think it could go — I mean, literally, it sounds crazy — you could go 10 times more. You could go 20 times more.” This is good news for Pakistan which has seen its exports stalled over the last 5 years. This has created a serious balance of payments crisis forcing the country to seek yet another IMF bailout.

US-Pakistan Trade Volume:

So what is the current volume of bilateral US-Pakistan trade? The United States Office of the Trade Representative (USTR) website says that "Pakistan is currently our 56th largest goods trading partner with $6.6 billion in total (two way) goods trade during 2018. Goods exports totaled $2.9 billion; goods imports totaled $3.7 billion. The U.S. goods trade deficit with Pakistan was $783 million in 2018."

Pakistan's Exports to US:

Pakistan's major exports to the United States are made up of garments and other textiles. In aggregate the apparel and textile industries accounted for 37.8% and 35.1% respectively of all U.S. imports from Pakistan in the 12 months to May 31, according to S&P Global Market Intelligence. Given Pakistan accounted for just 1.7% of U.S. apparel imports and 8.4% of textiles there may well be room for increased market share, particularly in light of US-China trade tensions.

Pakistan's garments exports to the United States have jumped 12% in first quarter of 2019 from the same period a year ago, according to USITC Dataweb. This double digit exports growth is being partly attributed to US President Donald's Trump ongoing trade war with China with the US government imposing 10% to 25% tariffs on certain Chinese goods. Pakistani rupee devaluation has also contributed to the nation's overall competitiveness.

American buyers are diversifying their supplier base away from China, the No. 1 exporter of these goods to the U.S. Already, Bangladesh is close to snatching the trousers-to-towel crown, according to Bloomberg News. Pakistan, at No. 6 last year, has grown its own shipments to the U.S. by almost 12% this year. It may overtake India, which has seen virtually no improvement.

Who are the largest American importers of apparel and textile products from Pakistan? The largest importer of apparel and textiles from Pakistan in the past 12 months, aside from trade finance houses, has been Levi Strauss with 1,682 TEUs shipped. That followed a 101.5% year over year surge in shipments in 2Q. Other importers have also already been expanding their shipments. That was followed by JC Penney with 991 TEUs shipped after a 13.3% rise in 2Q while Adidas shipped 641 TEUs and grew by 9.9%, according to Standard and Poor Global Market Intelligence.

Pakistani Apparel Exporters:

Pakistan's Interloop Limited based in Faisalabad is one of the largest manufacturers and exporters of apparel and textiles. The company recently raised nearly Rs. 5 billion on Karachi Stock Exchange to expand production of stitched denim designs for its clients including Levi’s and H&M. Interloop's major clients also include Nike, Reebok, Adidas, and Puma, as well as other major clothing retailers like Uniqlo and Target.

Pakistani Export Competitiveness:

Pakistani apparel exports are becoming more competitive in international markets because Pakistani rupee has declined by almost 25% recently. This has wiped out the currency’s overvaluation adjusted for inflation differences with trading partners, as estimated by the IMF.

Textiles industry is just one the export industries seeing exodus of manufactures and buyers from China. Electronics industry is seeing similar moves. Engadget is reporting that Google is moving production of its US-bound Nest thermostats and motherboards to Taiwan. The Wall Street Journal has reported that Nintendo is shifting at least some production of its Switch console to Southeast Asia.

Last November, Nomura Securities strategists had said they expected Malaysia, Japan and Pakistan to be the top 3 beneficiaries of import substitution triggered by US-China trade war escalation. Nomura's analysis is based on detailed study of 7,705 items which will be subject to tariffs and counter tariffs by US and China if the stand-off continues. Nomura developed two indices as part of its research on the subject: NISI (Nomura Import Substitution Index) and NPRI (Nomura Production Relocation Index). This is good news for Pakistan which has seen its exports stalled over the last 5 years. This has created a serious balance of payments crisis forcing the country to seek yet another IMF bailout.

What we really need to do is to grab USA software and maintenance outsourcing jobs. Right now Indians have almost complete control over it. Export of services from Pakistan can generate tremendous high dollar value .
That's because they have abused the H-1B visa program. Their strategy is to

(1) Get H-1B visa for Indians to fill up IT jobs in US
(2) Eventually shift those jobs back to India, using their influence
(3) For the Indians that remain, use their monetary and political influence to push pro-Indian legislation

What pisses me off is how unqualified some of these visa applicants are. They literally lie completely about their experience and skillset. I know a team that hired two Indians that had different Indians interview for them by phone. When those Indians arrived on-site, they were nothing like the person giving the interview. One didn't even know how to code.

Nonetheless, our people aren't even in the game. I don't see too many Pakistani's in IT. You can also forget about most of them using their influence to hire Pakistani's, let alone outsource IT work to Pakistan. It seems when many of our people leave the motherland, they don't want to have anything to do with it. I hope we can see the Pakistan Imran Khan envisions soon. Maybe that may change the attitude of expats towards the motherland.

On a serious note, I think the future doesn't bode well for outsourcing to India. There is growing amount of talent within the US (and the rest of the world) due to increase in to coding academies, computer science majors, and free learning resources. That coupled with tectonic shift in technologies, much of which is open source, I feel the Indian outsourcing centers have been left behind.

My 2 cents..



We need first focus on industries where we have a competitive advantage i.e. textiles, agriculture, etc and get cash flow rolling from there. of course IT is important but given our limitation i say we go through that option first.

Excellent thread thanks @RiazHaq and excellent inputs hilarious to be exact for those like me who have had the disgust of working with these world class BH-Indian IT experts thanks @PradoTLC , @incognito1000, @denel .

Last day I was doing some research for an upcoming lecture I am giving to some Uni students, I will put in my detailed thoughts later today, shortly, Pakistan's IT exports have crossed $4.1 billion p.a. From the following data which I got from online labor index I was really impressed with Pakistan's stat remember $4.1 billion does not include (my assessment) freelancers. We are slightly ahead of US in software and development technology, not doing bad in creative and multimedia. These are basically labor statistics (mean number of people) by specialty and by field in which this labor is working; for me the best thing is most of the Pakistanis working in this industry are either in software development and creative and multimedia that's where the real money is. Although number of Indians and Bangoo employed in Sales and marketing are much higher than Pakistan but the real recurring money comes from the first two. Once things get settled between Pak USA and there is some perception improvement in USA about Pakistan this too has the potential to grow exponentially, having met and worked with both Indians and BD I know for sure English of our people along with accent is much better.

The recent debacle of Boeing's control software for B737max is due to HCL and hence many are realising the mistake of outsourcing to India.

Yeah but Indians will never agree to it.

However, one thing is for certain and that's the fact that India has a large growing technological influence in the world and are way ahead of us. Their space tech has taken a giant leap in the past decade whereas we are just sitting ducks who are trying to resolve internal issues as of now.

India’s IT & ITeS industry grew to US$ 181 billion in 2018-19. Exports from the industry increased to US$ 137 billion in FY19 while domestic revenues (including hardware) advanced to US$ 44 billion.

Spending on Information Technology in India is expected to grow over 9 per cent to reach US$ 87.1 billion in 2018.*

Revenue from digital segment is expected to comprise 38 per cent of the forecasted US$ 350 billion industry revenue by 2025.

There is more to it has got to do with free wh*ring when it comes to bhindians, they have influence but when that influence will be challenged due to incidents like War&Peace mentioned and we demonstrate our expertise in the field it's not going to take too much time for them to shift the business to us, for them its the profit which matter. Trust me due to no long term policies of the Govt but due to street smart perseverance of our people we are inching in that direction.

Agreed to an extent but it has got more to do with perception once Pakistan saves uncle sam's bacon by convincing Taliban for negotiations and settlement a lot will change. Worked with two financial giants during my stint in N.A I know how things work, they wont touch Pakistan but if the alternates are translated to them in terms of pure profit/loss/comparative analysis these same white executives will send their underage daughters as escort service and BTW most of them share the same moral values across the globe.

I'm going to a be a bit blunt here. I wouldn't trust the average white executive to make smart decisions regarding the long-term direction a company may take - particularly in technology. The same executives are known for engaging in "herd mentality" - where outsourcing migration patterns are based on "everyone's doing it" - for example, moving production to China, now Vietnam.

Biggest example is the US-China trade war. These executives failed to see the long term consequences when moving their technology manufacturing to China. As if the joint venture requirement for a "Chinese partner" wasn't enough. What is to be said when a company gives up the crown jewels of its technology partnering up a with Chinese partner, for short term benefit, essentially giving birth to its own rival. The Chinese starting kicking these foreign companies out through under-handed tactics years ago, when their usefulness was utilized and the Chinese had their own local, home-grown champions that could fill local demand and outcompete the same company that gave them the technology in the first place. It seems one of the few smart enough to realize what was going on was Trump - then came tariffs and an attempt to decouple Chinese manufacturing from US supply chains. Of course, these white executives being the abused housewife - hoping for her man to change one day - insist that Trump withdraws tariffs so they could go back to their short-term profits and long-term eventual death.

Pakistan, understandably is not a stable country. Although, much has improved significantly in the last 2 years. I'm not really interested in western companies investing there. They don't have much to contribute as of right now and Pakistan doesn't have the technology base to absorb whatever they contribute, at this point in time. What I'm more interested in, is Pakistan's local efforts to incubate its own start-ups - in IT sector.

That will never happen with Pakistan knowing Pakistani people if in the hiring position will make sure other Pakistanis don't get the job. Indians on the other hand prefer and support Indians, they lobby for other Indians to get any job in the business they are working. when you see Indians working in any business they are never in the group of one but if there is one Pakistani then it means they will only be one Pakistani.
