Local police know it all yar, they know who is selling what and how much, it is just that everyone like to fill their pocket and turn their head away. Sometime it is the power and fear that intimidates the local police because they are outnumbered and have no resources. So they believe that it is in their best interest to charge a minimal percentage on the operation .......

Local dealer pays a handsome amount to local SHO.Who would like to kick their source of income?
ANF has small presence, for covering city like karachi there are just 500 to 600 operatives, who have to also carry out legal work also.

Same goes with terrorist and criminals.local police intel wing knows a lot but scare to report because at the end of the day the SHO will give the name of the person to his family who made the arrest and it becomes personal matter.
