Touch of Sin Chinese Movie

So this thread is to ask the chinese members a couple questions about this movie.

I saw a movie called "Touch of Sin" and ever since something has been bothering me.
Now this movie has 4 stories that are loosely/vaguely connected to each other. One of those stories involves a man who lives in rural Shanxi province and he is really obsessed with proving that the local village chief and a local business man are deeply involved in corruption and looks for ways to frame them legally. But he fails in this and he becomes increasingly frustrated.
At one point he takes out a shotgun and several ammo shells out of an almirah (not even a proper gun safe, just an almirah with clothes etc) in his house and then in a period of heightened emotional state/ mental issues, proceeds to murder all those he believes (about 4 or 5 people) were involved in the corruption scam.
The shot gun part baffled me. I thought china, and east asia in general, was big on gun control; I mean I read that the rules are more strict than even India, which itself has strict rules for gun possession.
But in this movie, this average rural guy from Shanxi province has a gun lying around in his home almirah. Also note that in the process of executing said businessman and his allies he carries the shot gun around the streets of the village simply covered by a piece of cloth. The outlines of the gun are clearly visible but none of the villagers even bat an eye, they weren't surprised to see a dude carry a shot gun around town. In fact one of the dude's friends sees the gun and asks him if he's going hunting and the dude replies, "Yup, gonna hunt some animals" (referring to the corrupt people)
So some questions are :
1. Are guns common in rural China? I mean this guy had it snuck away in his almirah.
2. Are guns not taboo for civilians in Chinese rural sides? I mean the villagers didn't even seem to care when our dude was carrying the gun around the village.

Wikipedia says guns are very difficult to possess in China but doesn't say anything about the difference in rural and urban laws. Plus wiki says even those guns that are possessed by civilians are usually not kept at their home but at some safe storage facility like say a shooting range.

So what's the reality?

Those guns are used for hunting in rural area. They are no assault rifle. They need license.
Using firearm to commit crime in China is very serious. It will almost give u an ticket to death sentence.

So you say in rural china hunting with shot guns is allowed. And as per you a license is required.
What is the process and prerequisites for getting this license; what is this license called. Just curious because I want to compare the difficulty of process with other countries like India (urban- difficult, rural- less difficult, cowbelt- easy) USA (no license just background check) Russia (somewhat difficult but not as much as india) Pakistan (super easy to get even assault rifles, no background checks required)

I am no rural guy but I did spot villager carry gun when on their way to hunting in rural village. Its no easy to get those license but as long as you prove you need the gun as a livelihood for hunting. It can be obtained.

I dont know how to search chinese web and cannot read chinese either, thats why I ask you.

That's understandable, sometimes wild boars can destroy crops.
What do you mean by "gun control by head": do you mean gun control by head of village or gun control based on head-count (population) of village or something else?

China has one of the most strict gun law. Holding a gun without a license is very serious crime in China.
Citizens don't have gun, no matter what kind.
Some minorities may have hunting gun due to their tradition and culture, but very rare.

Those licences are for people who hunting for living tranditionally. I don't believe government grant license if one want to change his career to a hunter.
