The frigates would appear to be replacements for the last pair of Dutch desgined and built M-frigates of the Netherlands Navy and the pair acquired second hand by Belgium.

The minesweepers would be replacing Alkmaar and Aster classes of Tripartite minhunters, of which Pakistan also has acquired some via France (Munsif class).

Newer ships often cost less to operate, due to automation, smaller crews, lower maintenance costs. Add to that the value of the ships in the used ship market.
