I was reading the same news just a moment ago. That is a pretty huge investment. The news article claims to be the biggest ever between the Belgium and Dutch navies.
 
a better version of DZP or type 26 equivalents?
 
With which money? They are really weird, they want to cut on defence but the same time they want to buy new toys:-).

Newer ships often cost less to operate, due to automation, smaller crews, lower maintenance costs. Add to that the value of the ships in the used ship market.
