Telangana in soup over staff salary hike demand

HYDERABAD: The cash-strapped Telangana government is in a spot with the employees demanding salary hike that would result in an additional burden of Rs 13,800 crore on the exchequer each year. The amount would work out to equivalent of the revenue earned in the current fiscal year.
"We expected to receive Rs 48,620 crore by the end of this month as the targeted revenue receipts, but, we could not achieve even half of it. With all difficulty, it may reach Rs 14,000 crore," said an official in the finance department.
"If the government wants to meet the demand of the employees then the entire revenue earned will go to meet the increment component of their salary alone. So, it is not practical," the official added.
In this piquant situation, Pradeep Chandra, special secretary to Telangana government, has a task on his hand to convince the agitating employees to scale down their demand. Chandra, who heads a committee on the pay revision, will meet representatives of the employees in separate groups for three days starting Thursday.
"Pradeep Chandra's position is unenviable. But, we can't help it. We need the salary hike, and our demand is genuine," said D Kishan Prasad, general secretary of Commercial Tax Employees JAC which, among other associations, is scheduled to meet Pradeep Chandra Committee.
With aspirations of over 3.5 lakh Telangana employees soaring with the formation of the new state, they demanded 69 per cent of fitment to their salary while the 10th pay panel headed P K Agarwal recommended 27 per cent.
Fitment is a component of the salary which would include DA (dearness allowance) and the existing basic to form the new basic wage. For instance, if Rs 3,850 is the basic salary, then the employees get Rs. 1,632 as DA, which is 42.39 per cent of the basic. Now, with 27 per cent fitment, Rs. 1,039 more will be added to Rs. 3,850 (basic), and Rs.1,632 (DA) totaling Rs. 6,521 which is the new basic.
However, not satisfied with 27 per cent fitment, the employees are demanding 69 per cent hike, in which case the basic of an employee will increase at least by 2.5 times.
The officials in the finance department said as per their calculation, one per cent point of the fitment results in Rs 200 crore additional burden for the exchequer. That means, the government has to shell out Rs. 13,800 crore which is almost equal to the total amount of revenue collected.
As per his poll promise, chief minister K Chandrasekhar Rao granted a special Telangana increment to the employees which resulted in Rs. 9,600 crore additional burden on the exchequer.
"We know we are asking for more. But, it is our own Telangana government which has come to power just to protect the interests of Telangana employees," said S Deviprasad, chairman of Telangana Non-Gezetted Officers' Association (TNGO). "The government can achieve this by improving the efficiency of the resource mobilization and cutting the costs," he added.
