Swachh Bharat cess won’t burden citizens: Nirmala Sitharaman - The Hindu

India is in a mission mode with the Swachh Bharat campaign, on which not only the Prime Minister but also the citizens have put in a lot of efforts
Union Commerce Minister Nirmala Sitharaman said on Saturday that the levy of the Swachh Bharat cess would neither burden citizens nor add to their inflationary woes.

She said the 0.5 per cent levy should be delinked from the other duties and seen in the “correct context” in which it was imposed.

“It certainly should not be seen as a burden. This country is in a mission mode with the Swachh Bharat campaign, on which not only the Prime Minister but also the citizens have put in a lot of efforts. For this reason, the government has decided to support the campaign financially. We owe it to this country, and it is our duty to contribute towards the cause,” she told The Hindu here.

Asked whether the levy would push up inflation, Ms. Sitharaman said she wished to underline the near dozen attempts by the government to reduce prices.

Inflation under control
“Inflation has been under control for quite some months now, even leading to the decision to levy the Swachh Bharat cess. Therefore, this is not a burden, but a national duty.”

Refusing to comment on whether the soaring prices of pulses would impact the BJP’s fortunes in the Bihar elections, Ms. Sitharaman instead hinted at a larger conspiracy behind the toor dal crisis orchestrated by some hoarders.

“The production of pulses has traditionally been dipping for the past few years. But it is due to the imports in large numbers that the situation has never deteriorated.

“I stress, and the important point this year is, the import of pulses did not take place despite the acute shortages. The same people did not release it, and the raids by the State governments helped to recover 85,000 tonnes of pulses on the very first day itself,” she said.
 
They talk about being tidy but i have yet to see more garbage bins in any citys, if you wish people to keep our surroundings clean at least make sure there are dustbins at ever corner.
Look at any place abroad , why are we Indians who are extremely untidy here clean up out acts there? its cuz we see people putting their waste in garbage bins.
So if they are collecting cess at least use it to build more garbage bins across ever street.

Here i think Government will do more investment in Urban Solid Waste Management.

Human Resource Development Minister Shri Prakash Javadekar calls upon students for large scale participation in “Swachh Bharat Summer Internship- 100 Hours of Swachhata”

The Human Resource Development Minister, Shri Prakash Javadekar has urged students to come forward and become part of the nationwide Swachhta Mission by participating in “Swachh Bharat Summer Internship- 100 Hours of Swachhata” campaign. 'Swachh Bharat Summer Internship – 100 Hours of Swachhata'- was launched by the Ministry of Human Resource Development in association with the Ministry of Drinking Water and Sanitation to engage youth across the country for sanitation related work and village level development. The program from 1st May to 31st July 2018 is aimed to develop the skill and orientation of youth for sanitation related work, bring youth across the country to make a significant contribution to the swachhta revolution and integrate youth in the community service in rural areas in the run up to the 150th birth anniversary of Mahatma Gandhi.

Shri Prakash Javadekar has said that Swachh Bharat Programme, launched by the Prime Minister Shri Narendra Modi, has now become a people’s movement in the country. In a tweet/video message, Mr. Javadekar said that Prime Minister launched Swachh Bharat campaign three years ago and now it has caught the imagination of the public and large numbers of people are participating in it. The HRD Minister said that now it is turn of the youth to participate in Swachh Bharat Summer Internship by visiting villages for 10 to 15 days during the summer vacation for making clean and dirt free ambiance. He said that this is the self-education and people’s education process to ensure the large scale participation of the people.

Students enrolled in Colleges and Universities may apply in 'Swachh Bharat Summer Internship’ through the enrolment form. Candidates may participate individually or in teams also. The location and team size may be decided in consultation with Nodal Officers. After enrollment for the internship through the website, candidates will be accepted as valid only once approved by the Nodal Officer at the Parent Institution. Candidates are to devote at least 100 hours conducting Swachhata-related activities in rural areas selected by them and approved by the parent institution. The last date of registration is 15th May, 2018.

An Internship Report to be submitted by the candidate on the online portal in the prescribed format within 15 days of completion of fieldwork. The online report submitted by the candidate shall be reviewed and approved by the Nodal Officer for the purpose of certification and rewards. All participants will be given a Swachh Bharat Internship Certificate on completion of their internship and its approval by the parent institution. 2 curriculum credits will be given to interns whose internship reports are found eligible to get credits by parent institution. The Best 3 interns/ teams will be recognized at college, university, state and national levels.

The winners will be awarded by Shields / cups and special certificates at College Level:

In addition to certificates, Cash Awards will be given along with appropriate certificates as per the following:

University Level: Rs 30,000, Rs 20,000, Rs 10,000 along with appropriate certificates. State Level: Rs 50,000, Rs 30,000, Rs 20,000 along with appropriate certificates.

National Level: Rs 2 lakh, 1 lakh, Rs 50,000 along with appropriate certificates.

This would burden non-Hindi states because bulk of this money would go to Hindi states which are more filthy than other regions. It is statistical fact.

Swachh Bharat means clean India and the five year plan, this time more funds are being released for well secured rural , urban regions along with cities and upgrading them into smart cities.

Madhya Pradesh , this time will get more funds because of the ISRO Command Center in Bhopal as spies backed by enemy nations have been killed in encounter and the survelliance equipment have been confiscated , now Indian Missile defense shield are being placed in Madhya Pradesh. So no tourists will be allowed there.

PM to launch Swachhata Hi Seva movement on September 15th

The Prime Minister, Shri Narendra Modi, will launch the Swachhata Hi Seva movement from September 15th.

As part of an elaborate launch event for this fortnight long movement, the Prime Minister will interact with a cross-section of people from 18 locations across the country, via video conferencing. The people with whom PM will interact include school-children, jawans, spiritual leaders, members of milk and agricultural cooperatives, media persons, local government representatives, railway employees, Self Help Groups, and Swachhagrahis, among others.

The Swachhata Hi Seva movement, which aims at generating greater public participation towards Swachhta, is being organized in the run up to the fourth anniversary of the Swachh Bharat Mission, on October 2nd, 2018, which will also mark the commencement of the 150th year celebrations of Mahatma Gandhi.

Earlier, describing this movement as “a great way to pay tributes to Bapu,” the Prime Minister, in a video message to the people, had exhorted people to be “part of this movement and strengthen the efforts to create a Swachh Bharat.”

PM participates in “Swachhata Hi Seva”,performs Shramdaan at a school in Delhi

The Prime Minister, Shri Narendra Modi, today participated in the Swachhata Hi Seva movement by performing Shramdaan at a school in Delhi.

Shortly after launching the movement through a video conference interaction with a cross-section of people from 17 locations across the country, the Prime Minister travelled to the Babasaheb Ambedkar Higher Secondary School, at Rani Jhansi Road in central Delhi. He offered floral tributes to a statue of Babasahed Ambedkar, and participated in the cleanliness drive. He also interacted with young students at the school, and exhorted them towards the cause of Swachhata.

The Prime Minister travelled to, and from the school, in normal traffic, and without customary protocol. No special traffic arrangements were made for his visit.

This school campus had been bought by Dr. Ambedkar himself in 1946, with an aim to advance the educational, social and economic well-being of Scheduled Castes.

The Prime Minister, Shri Narendra Modi, today launched the ‘Swachhata Hi Seva’ Movement, to boost nation wide public participation in the Swachh Bharat Abhiyan, and catalyse the fulfilment of Bapu’s dream of a Clean India.

The Swachhata Hi Seva movement, launched today, aims at generating greater public participation towards Swachhta. It is being organized in the run up to the fourth anniversary of the Swachh Bharat Mission, on October 2nd, 2018, which will also mark the commencement of the 150th year celebrations of Mahatma Gandhi.The Prime Minister urged everyone to be a part of this movement and strengthen the efforts to create a 'Swachh Bharat'.

He interacted with a cross-section of people from 17 locations across the country, via video conferencing.

Initiating the interaction, the Prime Minister shared some key achievement, including how 450 districts in India have become Open Defecation Free within four years. Similarly, 20 States and Union Territories have declared themselves ODF in this period. He emphasized that providing facilities such as toilets or dustbins is not enough, and added that cleanliness or Swachhta is a habit that can be inculcated. He said people from across the country are now participating in the development of this habit.

School children from Dibrugarh in Assam, explained to the Prime Minister, their contributions towards making their school and area, clean. The PM noted that youngsters are ambassadors of social change. The way they have furthered the message of cleanliness is commendable, he added.

Members of milk and agriculture cooperatives assembled in Mehsana, Gujarat, to interact with the PM on their initiatives towards Swachhta. The Prime Minister noted that Swachh Bharat Abhiyaan has led to a decrease in cases of diseases such as diarrhoea.

From the Gateway of India in Mumbai, actor Amitabh Bachchan explained the various cleanliness activities he has been involved in, including cleaning of a beach in Mumbai. Noted industrialist Shri Ratan Tata also joined the interaction. It is a great honour and privilege to help launch a movement which should be the dream of every citizen of India, he added. The Prime Minister expressed his belief that the private sector has a big role to play in the creation of a Clean India.

Senior media persons from DainikJagran, including Shri Sanjay Gupta, joined the interaction from Noida, and shared their efforts to further cleanliness. Jawans of the ITBP joined the interaction from the high altitude Pangong Lake in Ladakh. The Prime Minister praised the ITBP jawans for their bravery and their service to the nation.

Sadhguru Jaggi Vasudev joined the interaction from Coimbatore. He said that there is a certainlevel of enthusiasm towards the Swachhata campaign, whichis visible in his travels. He praised the Prime Minister for providing this impetus. The Prime Minister said that Swachh Bharat is not a movement of any Government or any Prime Minister, but an entire nation's movement.

Women Swachhagrahis from Dantewada in Chhattisgarh and Salem in Tamil Nadu explained to the Prime Minister, their efforts towards Swachhata. Spiritual leaders and citizens from Patna Sahib Gurudwara and Dadi Jankiji from Mt Abu, also interacted with the PM. The Prime Minister especially thanked the Brahmakumar is Sansthan for their efforts towards cleanliness. The Prime Minister interacted with citizens from Rajgarh in Madhya Pradesh, and Fatehpur in Uttar Pradesh, including UP Chief Minister Yogi Adityanath. Spiritual leader Sri Sri Ravi Shankar joined the interaction from Bengaluru. He said that the Prime Minister has enthused the nation and especially the youth.

The Prime Minister interacted with volunteers engaged in cleaning the Ganga, from Bijnor in Uttar Pradesh. He praised them for their efforts in cleaning “Ma Ganga.” He called upon all citizens living on the banks of the River Ganga, to volunteer towards cleaning the river, during the Swachhata Hi Seva movement. Devotees from Ajmer Sharif Dargah, and railway employees from Rewari in Haryana also interacted with PM. Maa Amritanandamayee joined the interaction from Kollam.

Summing up the interaction, the Prime Minister appreciated the role of the Swachhagrahis, and said their role would always be remembered in history. He said that our confidence and resolve towards cleanliness is sky-high. He gave a clarion call to the people to work for Swachhata Hi Seva.

Text of PM’s address at the launch of Swachhata Hi Seva movement

हर कोने से जुड़े आप सभी स्‍वच्‍छाग्रहियों का हृदय से अभिनंदन करता हूं, आप सबका स्‍वागत करता हूं। आज 15 सितंबर का ये दिन अपने आप में बहुत ऐतिहासिक है। ऐतिहासिक इसलिए क्‍योंकि आज की सुबह एक नया प्रण, एक नया उत्‍साह, एक नया सपना लेकर के आई है। आज आप, मैं सवा सौ करोड़ देशवासी, स्‍वच्‍छता ही सेवा के संकल्‍प को फिर से एक बार दोहराने जा रहे हैं। आज से लेकर 2 अक्‍तूबर यानी पूज्‍य बापू की जंयती तक देश भर में हम सभी नई ऊर्जा के साथ, नए जोश के साथ अपने देश को, अपने भारत को स्‍वच्‍छ बनाने के लिए श्रम दान करेंगे, अपना योगदान देंगे।



दीवाली के समय हम देखते हैं घर कितना ही साफ सुथरा क्‍यों न हुआ हो। लेकिन दीवाली आते हुए पूरा परिवार घर के हर कोने की स्‍वच्‍छता में लग जाता है। वैसे ही हमें भी देश के हर कोने में सफाई का ये स्‍वभाव हर महीना, हर वर्ष बनाते रहना होगा।



चार वर्ष पहले जो अभियान शुरू हुआ, स्‍वच्‍छता का आंदोलन अब एक महत्‍वपूर्ण पड़ाव पर आ पहुंचा है। हम गर्व के साथ कह सकते हैं कि राष्‍ट्र का हर तबका, हर संप्रदाय, हर जाति, हर उम्र के मेरे साथी इस महाअभियान को आगे बढ़ा रहे हैं। गांव हो, गली हो, नुकड्ड़ हो, शहर हो कोई भी इस अभियान अछूता नहीं है।



2014 में भारत की स्‍वच्‍छता का कवरेज सिर्फ 40 प्रतिशत था। आज आप सबके पुरुषार्थ और संकल्‍प का परिणाम है कि स्‍वच्‍छता का कवरेज 90 प्रतिशत से अधिक हुआ है। किसने सोचा होगा कि पिछले चार वर्षों में हम स्‍वच्‍छता के कवरेज में उतनी प्रगति कर लेंगे जितनी उससे पहले करीब-करीब 60-65 साल में भी नहीं हो पाई। क्‍या कोई ये सोच सकता था कि भारत में चार वर्षों में करीब 9 करोड़ शौचालयों का निर्माण हो। क्‍या किसी ने ये कल्‍पना की थी कि चार वर्ष में लगभग साढ़े चार लाख गांव खुले में शौच से मुक्‍त हो जाएंगे। क्‍या किसी ने कल्‍पना की थी कि चार वर्षों में 450 से ज्‍यादा जिले खुले में शौच से मुक्‍त हो जाएंगे। क्‍या किसी ने ये कल्‍पना की थी कि चार वर्षों में 20 राज्‍य और केंद्र शासित प्रदेश खुले में शौच से मुक्‍त हो सकते हैं।



ये भारत भारतवासियों की, आप सब स्‍वच्‍छाग्रहियों की ताकत हैं। इस स्‍तर का बदलाव सिर्फ सरकार कभी नहीं ला सकती। बात चाहे health की हो या wealth की हो, स्‍वच्‍छता लोगों के जीवन में सुधार लाने में बहुत बड़ा योगदान दे रही है। World Health Organization, WHO के एक अनुमान के अनुसार तीन लाख लोगों की जिंदगी बचाने में स्‍वच्‍छता की भूमिका होगी और एक स्‍टडी बताती है कि स्‍वच्‍छता से डायरिया के मामलों में 30 प्रतिशत की कमी आएगी।



लेकिन भाईयो और बहनों सिर्फ और सिर्फ शौचालय बनाने भर से भारत तो स्‍वच्‍छ हो जाएगा, ऐसा नहीं है। टायलेट की सुविधा देना, कूड़ेदान की सुविधा देना, कूड़े के निस्‍तारण का प्रबंध करना ये सारी व्‍यवस्‍थाएं एक माध्‍यम है। स्‍वच्‍छता एक आदत है जिसको नित्‍य के अनुभव में शामिल करना पड़ता है। ये स्‍वभाव में परिवर्तन का यज्ञ है। जिसमें देश का जन-जन आप सभी अपनी तरह से सक्रिय योगदान दे रहे हैं।



मेरा प्रयास है कि स्‍वच्‍छ भारत मिशन से जुड़े आपके अनुभव सुनूं, आपसे कुछ सीखूं और फिर हम सभी मिलकर के श्रमदान करेंगे। आज हमें हिन्‍दुस्‍तान के अलग कोने-कोने में जाने का अवसर मिलेगा। वहां जो प्रयास हो रहे हैं उसकी जानकारी सीधी मिलने का अवसर मिलेगा।

मैं आज फिर एक बार देशवासियों से कहना चाहता हूं देश भर के स्‍वच्‍छाग्रहियों के संकल्‍प और समर्पण को हमनें देखा, सुना, जाना, अनुभव किया, कैसा अभूतपूर्व सहयोग है। देश के बड़े-बड़े गणमान्‍य लोगों के करीब-करीब दो घंटे इस प्रकार से इस कार्य में इस प्रकार से सहभागी होना, उनके अनुभव सुनना, हमें अंदाज आता है कि हिन्‍दुस्‍तान किे हर कोने में किस प्रकार से स्‍वच्‍छता के प्रति सवा सौ करोड़ देशवासियों ने इस आंदोलन को पूरी दूनिया के सामने आज प्रस्‍तुत किया है। दुनिया देख रही है।



भविष्‍य में इस जन-आंदोलन के बारे में जब भी लिखा जाएगा, पढ़ेगा जाएगा तो आप सभी स्‍वच्‍छाग्रहियों का नाम सुनहरे अक्षरों से लिखा जाएगा। जिस प्रकार आजादी के लिए जीवन देने वाले शहीदों को आज आदर और सम्‍मान के साथ देखा जाता है, आपका भी योगदान उसी आदर और सम्‍मान के साथ पूज्‍य बापू के सच्‍चे वारिस के रूप में विश्‍व याद करेगा, ये मेरा विश्‍वास है। क्‍योंकि आप राष्‍ट्र के नव-निर्माण, गरीब, कमजोर का जीवन बचाने और देश की प्रतिष्‍ठा को दुनिया में पुन: स्‍थापित करने वाले एक सेनानी बन गए हैं। सवा सौ करोड़ की शक्ति असीम है, अनंत है, हमारा उत्‍साह उठान पर है। हमारा विश्‍वास चरम पर है और हमारा संकल्‍प सिद्धि के लिए है। आप सभी श्रमदान के लिए तैयार और तत्‍पर है। आप सभी को बहुत-बहुत शुभकामनाएं, मैं अभी आपसे विदा लेता हूं क्‍योंकि मुझे भी आपके साथ कहीं न कहीं श्रमदान के इस काम में जुड़ना हैं।

Union Minister for Minority Affairs Shri Mukhtar Abbas Naqvi stressed the need of cleanliness of our inner and outer self. Speaking at the SWACHHTA HI SEWA programme at Maulana Azad Educational Foundation here today, Shri Naqvi said that we should not only clean the environment around us, but also ensure a clean mind and positive thinking.



Addressing the large gathering of the trainees of Delhi’s eight Project Implementation Agencies, Shri Naqvi said that we have to start Swachchhta Programme from our self and it should be continued as a habit. He appreciated the spirit and discipline of the participant trainees in the cleanliness drive, and appealed the audience to fulfil the Swachchhta Mission of Prime Minister Shri Narendra Modi.

Shri Naqvi participated in the SHRAMDAAN activities at the programme venue along with film star Annu Kapoor, singer Sabri Brothers and other dignitaries. A huge number of eminent persons took part in the SHRAMDAAN at the place. Shri Naqvi also planted a sapling at the campus of Maulana Azad Educational Foundation.

The Prime Minister Shri Narendra Modi has called upon everyone to become a part of ‘Swachhata Hi Seva Movement’.

The Prime Minister said, “On 2nd October we mark the start of Gandhi Ji’s 150th birth anniversary. It is also the day Swachh Bharat Mission completes 4 years of being a historic mass movement aimed at fulfilling Bapu’s dream of a Clean India.

I salute all those working towards a Swachh Bharat!

The ‘Swachhata Hi Seva Movement’ commences on 15th September. This is a great way to pay tributes to Bapu.

Union HRD Minister presents Swachhata Ranking Awards 2018 for Higher Educational Institutions

Swasth Bharat cannot become reality without Swachh Bharat – Shri Prakash Javadekar The real meaning of education is cleanliness – Dr Satya Pal Singh

The Union Minister for Human Resource Development, Shri Prakash Javadekar conferred Swachhata Ranking Awards 2018 for higher educational institutionsin New Delhi today. Best 51 higher educational institutions have been selected for Swachhata Ranking Awards in 8 different categories.

Speaking on the occasion, Shri Prakash Javadekar said that cleanliness must be a habit in students and it can be developed only in educational institutions, therefore Ministry is promoting and rewarding cleanliness efforts of educational institutions. He further said that clean India is the foundation of healthy India; Swasth Bharat cannot become reality without Swachh Bharat and government is committed to make it possible.

Shri Prakash Javadekar remembered Mahatma Gandhi on this occasion and said that he was the real brand ambassador of cleanliness and he educated people towards cleanliness by all his efforts. He said that we must give our tribute to Mahatma Gandhi by making our country a clean country. He informed that 9 Crore toilets have been made and 4.80 lakh villages have been announced as Open Defecation Free (ODF) in short span of 4 years which is remarkable achievement for the nation under Swachh Bharat Mission.

The Union Minister emphasized that we should educate our children and society about solid waste management, electric waste management and water harvesting techniques so that they can make our country more eco friendly and clean. He said that due to Swachhata Ranking Awards our educational campuses are becoming clean now we take them to further, from clean campus to green campus.

The Union Minister alsoreleased two books during the event 1. Elective Course Curriculum on Swachhata and Waste Management2. Booklet on 60 HEIs campus and Village Swachhata Activities. He congratulated MGNCRE for launching a sanitation course on Swachhata Management in curriculum.

Union Minister of State for HRD, DR Satya Pal Singh said that the cleanliness is the real meaning of education and we must adopt it. He emphasized on internal cleanliness as well as outer cleanliness to become a good human being. He said that basic aim of education must be to make a complete human being. Cleanliness is such a sacred thing which must be followed like one follows religion, he added.

Secretary, Higher Education, Shri R. Subrahmanyam, Chairman UGC, Shri D.P.Singh and Chairman AICTE, Shri Anil Sahasrabudhe were also present along with other officials during the event.

. This year Online submission of details sought from HEIs, 6029 institutions applied, 205 institutions shortlisted based on cut-off. AICTE & UGC inspected all 205 institutions. Best 51 institutions selected in 8 categories:

    • Universities ( Residential & Non-Residential)
    • Colleges (Residential & Non-Residential)
    • Technical Institutions (Universities – Residential)
    • Technical Colleges (Residential & Non-Residential)
    • Government Universities


Salient features of Swachhata Ranking Awards–

1. The Swachhata Rankings exercise has been initiated by Department of Higher Education to generate healthy peer pressure among higher educational institutions for keeping and maintaining hygienic campuses so that the environment for student learning becomes clean and leads to higher thinking.

2. Department has recognised that educational institutions should play the lead role in not only their in-campus hygiene but also by adopting villages around their area for promoting hygiene through awareness creation and other assistance.

3. This year’s rankings have received more than double the response from educational institutions compared to last year. More than 6000 institutions have participated. The parameters have been made more scientific to include aspects like rain water harvesting, solar power, quality of hostel kitchen apparatus, water supply system quality, maintenance method sophistication etc.

4. This year’s Rankings have brought out some very significant and interesting features of our higher educational institutions in the area of Swachhataand the way they are managing their campus environment. For the 6029 institutions that applied , some of the highlights are:

(i) 2430 institutions have solar power in their campus and 940 more are under progress. This is nearly 56% solar coverage

(ii) 3577 institutions have rainwater harvesting facility – this is nearly 60% coverage

(iii) 5607 institutions out of 6000 have 24 hours running water. This is a 93% coverage

(iv) 3915 campuses have more than 30% green cover and this is 65% of the institutions. Some leading institutions have also upto 60% green cover.

(v) 2557 institutions have full composting facility in their campuses and this is 42% of them.

5. Higher Educational Institutions have to also spread the message of Swachhata in villages and other neighbourhoods since they are knowledge institutions and knowledge is meant to be shared. Village activity has been made a parameter with 10% weightage. Any institution that wants to be considered for rankings has to necessarily adopt a village or some villages and carry out hygiene & health related activities in it.

6. From the data submitted, it has been observed that after the activities & interventions of our institutions this year, 2110 nos. of villages have been made Open Defecation Free (ODF). In another 2100 institutions, ODF work is in progress. Further, in 2016 villages, systems for sustainable waste management have been installed. The list of villages and institutions working on them has been printed. Swachhata in our Department and institutions is not a symbolic event but a year long, continuous process of engagement and improvement of both campuses and villages. Educational institutions are playing an internal & social role in hygiene that is tangible and can be seen.

7. From this year onwards, HRD Ministry would be developing careers in Waste & Environment Management by introducing anelective course in the subject and also a PG Diploma in Waste Management that includes internship. These two courses will be introduced from the January semester onwards. So a complete job oriented approach to Swachhata is on the anvil.

8. MHRD is committed to take this Mission Swachhata to encompass every educational institution and encourage them to undertake not only campus cleanliness but also village cleanliness and contribute to a clean & pure thinking India.

Raksha Mantri Launches ‘Swachhta Hi Sewa’ Campaign

‘Swachh Bharat Abhiyaan’ is a mission that has brought together the entire country to fight against the stubborn evil of insanitation and to ensure a clean India. The fight took on renewed energy through the efforts of the Prime Minister Shri Narendra Modi to ensure an open-defection free, clean India.

‘Swachhta Hi Sewa’ a yearlong campaign has started in 2018 as part of Swachh Bharat, to commemorate 150th Birth Anniversary of Mahatma Gandhi and to encourage more and more people to participate in the movement. It has brought together the entire country to fight against the stubborn evil of insanitation.

62 Cantonment Boards under Ministry of Defence actively participated in ‘Swachhta Hi Sewa’ campaign from September 15, to October 02, 2018. Today Raksha Mantri Smt. Nirmala Sitharaman participated in the ‘Swachhta Hi Sewa’ campaign in Delhi Cantonment. Deputy Director General Defence Estates Shri Suresh Nagar administered Swachhta Shapath to a gathering of over 2000 persons. On this occasion Director General Defence Estates Smt. Deepa Bajwa, Addl. Secretary, Ministry of Defence Shri Subhash Chandra, GOC Delhi Area Lt Gen Asit Mistry and other senior officers of Ministry of Defence, President Cantonment Board Brig Rajesh Sachdev, Vice-President and Nominated and Elected Members of the Board and other dignitaries were present to grace the occasion.

Speaking on the occasion Raksha Mantri Smt Sitharaman expressed her great pleasure to be part of this momentous occasion taking forward the path breaking ‘Swachhta Hi Sewa’, programme of Govt. of India. She said that Swachh Bharat Mission is the biggest public campaign launched by Government of India on October 02, 2014 wherein members of general public government employees and students have voluntarily taken part since its inception. This campaign was especially launched on 145th birth anniversary of Mahatma Gandhi to fulfil his dream of clean India. Gandhi Ji said that “Sanitation is more important than independence”. The Government of India believes in this vision of Bapu.

She said that even after 72 years of independence and despite many awareness programmes about the environmental sanitation and personal cleanliness which were launched earlier by the Government of India, not much progress in the field of sanitation and cleanliness could be achieved. Therefore, in order to fulfil dream of Mahatma Gandhi to make India clean, Swachh Bharat Abhiyan was introduced.

She congratulated Director General Defence Estates who played a vital role to make cantonments of India clean for sincere efforts of DGDE out of 62 Cantonments, 61 Cantonments spread all over the country have been certified as Open Defecation Free (ODF) Cantonments.

She also complimented the Cantonment Board Delhi for the colossal efforts undertaken by it in the field of Swachhta. It was ranked first in Swachhta Survekshan-2018 among 62 Cantonments of the country. Raksha Mantri congratulated everyone for bringing dream of Clean India closer to reality and showcasing Cantonments as ambassadors of cleanliness initiatives across the country.

Speaking on the occasion, Director General Defence Estates Smt Deepa Bajwa stated that the ‘Swachhta Hi Sewa’ is being put forward as a cleanliness and awareness drive, aimed at encouraging participation in Swachh Bharat movement. Smt Bajwa said that 62 Cantonment Board across the country have initiated several reforms in the sanitation sectors primary focus on promoting better hygiene behaviour amongst the population and improving cleanliness by ensuring proper solid and liquid waste management. She said that because of the efforts of the dedicated officials 61 Cantonments out of 62 have been declared as Open Defecation Free (ODF). She also congratulated Delhi Cantonment Board for it relentless efforts in implementing various initiatives under Swachh Bharat Mission which help them in securing First rank in Swachhta Survekshan-2018. Director General, Defence Estates handed over a draft of amount of Rs. 91,50,00 contributed by Officers and Staff of Defence Estates Organization including Directorate General, Defence Estates, six offices of Principal Directorate, Defence Estates, 38 Defence Estate Officers, three Assistant Defence Estate Officers and 62 Cantonment Boards for Prime Minister Relief fund towards relief to flood ravished Kerala.

On the occasion Raksha Mantri Smt Nirmala Sitharaman participated in Sharmdaan at Sadar Bazar alongwith IDES officers, Army officers, Elected Members and representatives of RWAs / traders associations. Smt Sitharaman also inaugurated a free ‘Health Camp’ organized by Delhi Cantt Board at Cantonment General Hospital.

Swachh Bharat Sustainable Sanitation Workshops Kicked off, to be Held Across the Country

First Regional Review Meeting for “Sustainable Sanitation” Held In Nagpur

The Ministry of Drinking Water and Sanitation, Government of India, in coordination with the Water Supply and Sanitation Department, Government of Maharashtra, organized the first in a series of regional review meetings on Sustainable Sanitation today. The regional review was held in Nagpur, attended by State Secretaries in-charge of rural sanitation, Mission Directors, and other State Swachh Bharat Mission (SBM) officials, including representatives from 25 districts from Maharashtra, Madhya Pradesh, Chhattisgarh and Gujarat.



The review meeting was chaired by Mr. ParameswaranIyer, Secretary, Ministry of Drinking Water and Sanitation, joined by Mr. Akshay Rout, Director General (Special Projects), Ministry of Drinking Water and Sanitation, Mr. Shyamlal Goyal, Addl. Chief Secretary, Maharashtra, Mr. Hiranya Borah, Deputy Director General, Ministry of Drinking Water and Sanitation, and Mr. Samir Kumar, Joint Secretary, Ministry of Drinking Water and Sanitation.



Quality and sustainability are a parallel focus in the Swachh Bharat Missionimplementation mechanism, especially now that a majority of districts across the country have achieved Open Defecation Free (ODF) status. Aimed at a more focused drive on the theme of sustainability, and improving quality of, the work done on the ground, the review meeting covered a range of quality and sustainability indicators in order to improve infrastructure and data quality and to improve communication for quality initiatives. In his address, Mr. Akshay Rout shared that as the Swachh Bharat Mission enters its fifth and final year of implementation, this year is a clear milestone for the janandolan to move ahead with a new target to ensure the cleanliness of the country.



The States also made presentations on their status of sustainability indicators, such as geotagging, ODF verifications, Information, Education, and Communication (IEC) activities, etc., followed by discussions on how to move forward. In his closing remarks, Mr. ParameswaranIyer lauded the efforts already being undertaken by the States and said that a focus on quality and sustainability is what will help in securing a Swachh and Swasth future for India.



The regional meeting follows the official kick-start of the workshop in New Delhi on 24th October 2018, where the Ministry of Drinking Water and Sanitation interacted with State SBM officials to review and communicate the various message of the Quality and Sustainability Mission. The series of sustainability regional workshops which will take place across the country have been scheduled within the next month to cover all States and Union Territories. Current locations include Chennai (Tamil Nadu), Nainital (Uttarakhand), Guwahati (Assam) and Kolkata (West Bengal).



As of October 2018, rural sanitation coverage has increased from 39%, at the launch of the SBM in 2014, to 95%. With rural India having constructed 8.7 crore individual household toilets, 5.15 lakh villages, 530 districts and 25 States and Union Territories have been declared ODF.

Gandhian Thought and Swachhata seminar organized in Wardha

Part of 150th birth year celebrations of Father of the Nation

The Ministry of Drinking Water and Sanitation (MDWS) organized a seminar in Wardha district of Maharashtra. The seminar, titled “Gandhian Thoughts and Sanitation”, was centered on the Gandhian ideology on sanitation and the implementation of the same through the Swachh Bharat Mission (SBM).

The seminar on Gandhian Thoughts and Sanitation included addresses on topics such as appropriate technologies in rural sanitation, organic waste management, and preventive sanitation linked with Nai Talim and industrialization: Gandhi’s concept of Swachh evam Swawalambhi Sankul. During his opening remarks at the seminar, Shri Parameswaran Iyer, Secretary, Ministry of Drinking Water and Sanitation, also shared with the participants an international medley version of “Vaishnava Jana Toh”, Gandhiji’s favourite bhajan, which was developed by the Ministry of External Affairs and includes contribution by 124 countries. The seminar ended with a visit to Sevagram, to experience and learn from Gandhiji’s time there.

Mahatma Gandhi has been one of the biggest proponents of sanitation and hygiene in modern times. He acknowledged not only the indignity of defecating in the open and living in insanitary conditions, but also the effect insanitary practices made on the environment. Picking up from the Gandhian ideology on safe sanitation practices, the Prime Minister of India, Shri Narendra Modi, put sanitation at the top of the nation’s development agenda and launched the Swachh Bharat Mission in 2014. The SBM today is a massive jan andolan (people’s movement), which has shown significant progress with the rural sanitation coverage having increased from 39%, at the launch of the SBM in 2014, to over 95% today. With 8.7 crore toilets constructed, 5.15 lakh villages, 530 districts and 25 States and Union Territories have been declared ODF.

Mr. Akshay Rout, Director General (Special Projects), Mr. Shyamlal Goyal, Addl. Chief Secretary, Government of Maharashtra, and prominent Gandhian scholars - Mr. Soham Pandya, Dr. T. Karunakaran, Ms. Priti Joshi, and Mr. Kanakbhai Gandhi were also present at the seminar in Wardha.
